World War Two combat at sea or in attacks on ships in port. Each naval combat
is considered either a surface or a naval air engagement; since
the choice ordinarily goes to the player with the most air-to-sea
factors available, the importance of these factors goes beyond
their immediate combat effects. Units with non-zero air-to-sea
strengths may also serve to escort shipping, reducing the
effectiveness of sub attacks on convoys. Strategic born.bing
