Objective/Purpose of the Job Role:
The Cluster Manager plays a critical leadership role in the Project Management Department, overseeing the execution of
construction, renovation, and remodeling projects within an assigned cluster. The role ensures that unit managers and their teams
adhere to project timelines, budgets, quality standards, and safety regulations while maintaining seamless operations across
multiple sites. Acting as a mini-Project Manager, the Cluster Manager is responsible for strategic planning, risk management,
resource allocation, and the overall success of construction projects under their supervision.
Role Complexity:
This role requires exceptional leadership, technical expertise, and strategic thinking to manage large-scale construction activities
within a designated cluster. The Cluster Manager must effectively coordinate multiple teams, resolve project challenges, and
ensure compliance with engineering and safety standards while driving operational efficiency.
Key Duties and Responsibilities
1. Project Planning and Execution
• Oversee construction, renovation, and remodeling projects within the assigned cluster.
• Develop and implement detailed work plans, schedules, and resource allocation strategies.
• Ensure all projects adhere to approved designs, specifications, and contractual agreements.
• Conduct site visits and inspections to track progress, assess risks, and enforce quality standards.
• Monitor key performance indicators (KPIs) to ensure milestones are met on time and within budget.
2. Supervision and Coordination of Unit Managers
• Provide leadership, guidance, and support to unit managers overseeing construction activities.
• Set clear goals and expectations for unit managers to enhance accountability and efficiency.
• Foster a collaborative and results-driven work environment across project teams.
• Ensure unit managers comply with company policies, safety standards, and best practices.
3. Budgeting, Cost Control, and Financial Oversight
• Work closely with the Project Manager and Finance Team to develop and manage project budgets.
• Ensure efficient allocation of labor, materials, and equipment within the cluster.
• Monitor costs, expenditures, and potential overruns, implementing corrective measures when necessary.
• Approve requisitions for materials and ensure procurement aligns with project needs.
4. Quality Assurance and Compliance
• Ensure that all projects under the cluster meet high construction standards, engineering regulations, and industry best
practices.
• Implement quality control measures to prevent defects and ensure client satisfaction.
• Work closely with architects, engineers, and safety officers to ensure project compliance.
• Conduct post-completion evaluations to identify lessons learned and best practices.
5. Risk Management and Problem-Solving
• Proactively identify construction risks, operational bottlenecks, and resource constraints.
• Develop contingency plans and problem-solving strategies to mitigate project delays.
• Address and resolve escalated issues related to labor, materials, and project coordination.
• Ensure compliance with environmental and safety regulations to minimize legal liabilities.
6. Stakeholder Engagement and Reporting
• Serve as the primary point of contact between unit managers, the project management team, and senior leadership.
• Provide weekly and monthly reports to the Project Manager on project progress, risks, and resource utilization.
• Engage with external stakeholders, including contractors, suppliers, regulatory bodies, and community representatives.
• Represent the cluster in meetings, planning sessions, and strategic discussions.
7. Workforce Management and Capacity Building
• Lead, mentor, and develop unit managers and their teams to enhance productivity and skill development.
• Identify training needs and facilitate workshops on project management, construction best practices, and safety
regulations.
• Ensure all personnel within the cluster are equipped with the tools and knowledge necessary to excel in their roles.
8. Technology and Innovation Integration
• Recommend and implement modern construction technologies, software, and automation tools for efficiency.
• Utilize project management software (e.g., MS Project, Primavera, Procore) to track deliverables and monitor progress.
• Explore the use of drone technology, BIM modeling, and digital site management tools for enhanced project oversight.
9. Sustainability and Environmental Considerations
• Ensure construction activities align with sustainable building practices and environmental standards.
• Promote waste management strategies and eco-friendly materials in construction projects.
• Implement energy-efficient and cost-effective solutions in building renovations and remodeling

Minimum Qualification & Experience Requirement
Educational / Professional Experience
• Bachelor’s degree in Civil Engineering, Construction • 7–10 years of experience in construction project
