those before you that you may become righteous”
[Fasting for] a limited number of days. So whoever among you is ill or on a journey
[during them] - then an equal number of days [are to be made up]. And upon those
who are able [to fast, but with hardship] - a ransom [as substitute] of feeding a
poor person [each day]. And whoever volunteers excess - it is better for him. But
to fast is best for you, if you only knew. -- Surat Al-Baqarah 2:183-184

meaningful impact, I encourage contributors to prioritize quality, which
comes from clear intent, dedication, and continuous improvement.

One area for improvement is topic selection, as many submissions tend


to cover repetitive and generalized subjects. I urge students to stay
informed about emerging developments in Pakistan’s economy and
global financial trends and explore fresh, thought-provoking topics that
add value to professional discussions. Developing a habit of regularly
reading newspapers will help broaden their vision, enhance their

students, especially the ones enrolled at the Institute of Cost and Management Accountants of Pakistan
(ICMA), etc. ICMA students are often exposed to a range of peer influences that can assist or delay their
learning process in pursuing academic aspirations and career growth.

Understanding Peer Pressure

belonging which motivates and encourages them to be studious.

Additionally, the capacity for time management is of paramount importance with regard to the ability to
compartmentalize academic tasks from leisure pursuits.

It is common for ICMA students to use planners or digital management tools in order to manage their time
effectively, in order to schedule as well as allocate time for both academic pursuits and leisure activities.

Brain Drain in Pakistan and
Its Economic Impact
Brain drain is a term used to describe the migration of highly skilled and well-educated individuals
or human resources from one country to another, typically from a lower-income country to a
higher-income country.

In Pakistan, brain drain has become an alarming issue, with thousands of highly skilled
and well-educated individuals migrating every year to countries where they find better
opportunities.

three years, the figures are staggering. In 2022, approximately 832,339 people migrated,
with 386,574 being highly skilled and qualified. In 2023, the total number rose to 862,625, with 383,379 being
highly qualified. In 2024, the total was 727,381, with 304,727 of them being highly skilled and qualified individuals
(Source: Bureau of Emigration & Overseas Employment)1.

In continuation, another report released by Gallup revealed that over two-thirds of young Pakistanis surveyed
expressed a desire to work and study abroad. Moreover, 50 percent of them stated that they would never return
to their homeland.

The Economic Impact of Brain Drain

One argument often presented in defense of brain drain is that those working abroad bring foreign remittances
into Pakistan, which significantly helps the current country’s economy. However, it is essential to emphasize the
term current when referring to the country’s economic condition. While foreign remittances may provide short-
term support to the country’s reserves, in my opinion, brain drain ultimately harms the economy and businesses
in the long term. Let us now explore how brain drain is detrimentally affecting Pakistan’s economic future.

If we look at the foreign remittances received from overseas, we can see the following figures:
• In 2022, Pakistan received USD 29,889.21 million;
• In 2023, it was USD 26,350.36 million;
• In 2024, the figure rose to USD 34,661.16 million.

These remittances provide short-term relief to the country’s financial reserves. However, as we have discussed
earlier, while foreign remittances contribute to immediate economic stability, the long-term impact of brain drain
cannot be ignored. The continuous migration of skilled professionals is leading to a shortage of talent in critical
sectors, and this poses a serious challenge to the country’s sustainable growth and development.

The cost of this remittance remains uncalculated. Due to the continuous migration of skilled workers, the country faces
a growing skill gap, making it increasingly difficult to innovate and compete on a global scale. This brain drain not only
deprives the economy of talented individuals but also weakens key sectors such as education, healthcare, and technology.
The highly educated and skilled minds are not only assets but essential for the sustainable growth of any economy.

In 2023 alone, Pakistan has lost 7,000 engineers, 25,000 doctors, 1,600 nurses, 2,000 computer experts, 6,500
accountants, 2,600 agricultural experts and 900 teachers (Source: ARY News)4.

Why are People Leaving Pakistan?

To understand why people, leave we can refer to another Gallup survey, where respondents were asked: “Which
of the following best describes your current financial situation?”

Beyond financial instability, other major causes of brain drain in


Pakistan include: Political instability, A poor education system, Lack
of support for startups, High inflation, High-interest rates, Security
Issues. With these negative causes, how can it be said that brain
drain is beneficial for Pakistan?

Mostly, it is stated that educated people are migrating due to these


factors, but I want to emphasize that this migration is not solving the problem. In fact, because of the lack of educated
minds and skilled professionals, we are failing to create new opportunities and expand our businesses. This is exactly
why developed countries, where our professionals migrate, continue to grow, while we struggle to progress.

Our finance professionals, who could have been contributing to Pakistan’s financial stability, are helping foreign
countries manage their finances efficiently. Our engineers, who could have been developing technology in
Pakistan, are instead creating innovations that are supplied globally. According to the WHO, we already have a
shortage of doctors, yet medical professionals continue to leave.

If these skilled and educated minds remained in Pakistan, they would directly contribute to GDP growth and
foreign reserves far more than the approximately $34 billion in remittances we receive annually.

What can be Done?

The question is not just why people are leaving, but what can be done to stop this loss. We need to create an
environment where professionals don’t feel the need to seek opportunities elsewhere. The government must
take serious steps to ensure job security, economic stability, and better research and development facilities.
Policies should encourage entrepreneurship and innovation so that skilled individuals can build their futures in
Pakistan rather than abroad.

At the same time, it is also our responsibility to change our mindset. Instead of seeing migration as the only way
forward, we should focus on making our own country a place worth staying in. If our professionals and skilled
workers continue to leave, we will keep losing not just talent but also our economic potential.

The real solution is not to rely on foreign remittances but to create opportunities within our borders. If our
educated minds and skilled professionals remain in Pakistan, we can build a stronger economy, a better future,
and a self-reliant nation. It is not just about financial gain; it is about securing our country’s future for the
coming generations.

The choice is ours. Either we keep watching our best minds leave, or we take action to build a country where they
want to stay.

CPEC - China-Pakistan Economic Corridor

CPEC continues to be the most reputed multi-trillion infrastructure project in Pakistan, which has significantly
fueled the economy. The collected tax revenue has also been directed to the development of highways, the M2
motorway, the energy and infrastructure projects as well as the development of the Gwadar port.

Benazir Income Support Programme (BISP)

This initiative is the biggest tax funded social welfare program in Pakistan intended to provide monetary aid to
economically weaker sections of society. BISP serves not just as a poverty alleviation strategy, but also contributes
to economic development through increased demand for basic goods and services due to raised household
spending.

Naya Pakistan Housing Scheme

Tax revenues have been instrumental in funding affordable housing schemes, and the housing and construction
industry stands as a key pillar of Pakistan’s economy. The Naya Pakistan Housing Scheme seeks to deliver low-
cost housing to both low and middle-class families as well as generate employment and uplift ancillary industries
such as cement, steel and real estate development.

Ehsaas Program

The BISP foundation was further expanded to contain a greater scope of welfare initiatives which is why the
Ehsaas Program was birthed. The aim was to tackle directly provide financial support, educational aid, healthcare
services, and job opportunities. With sufficient tax money, the goal of Ehsaas is to address inequality and assist
underprivileged communities.

Education And Healthcare Investments

The administration has set aside a large portion of the tax income towards enhancing the quality of both
healthcare and education. The Sehat Sahulat Program, which offers health insurance to the less privileged
citizens, coupled with greater investments in public universities and vocational training centers showcase the
effective use of tax revenue towards enhancing a country’s human capital.

With effective utilization of tax revenue through these projects, Pakistan can achieve sustained economic growth,
reduced disparities, and enhanced quality of life.

Conclusion

In a nutshell, the taxation system in Pakistan is one that offers both its fair share of woes and prospects.
True, there are a number of inefficiencies in the tax system, majorly over-reliant on indirect taxes which

Gaddafi Stadium is one of the most magnificent and spectacular cricket venues in Pakistan. It is considered as the
home of Pakistan’s national cricket team because the headquarters of the PCB are situated there. It is regarded
as a rich historical site that has witnessed countless fascinating matches over the years. Enthusiastic supporters
from all over Pakistan come just to see their favorite cricket stars in action hence representing the entire nation.

History and Inauguration

The stadium was constructed by Mian Abdul Khaliq and designed by Nasreddin Murat in 1959. It was originally
named Lahore Stadium but later on, it was renamed after Muammar Gaddafi of Libya in 1994.

Recently, Gaddafi Stadium was reconstructed. Prime Minister Shehbaz Sharif inaugurated the newly renovated
Gaddafi Stadium in Lahore making a significant milestone ahead of the ICC Men’s Champions Trophy 2025. The

Review Procedure

a) Step 1: Initial Review of articles shall be made by the R&P Department.

c) Step 3: Final Score/Points Earned on each article to be compiled by R&P Department and placed in
R&P Committee Meeting for approval

d) Step 5: The name and picture of the Winning Student to be published in the next issue of Future CMAs.
