Subj: SELECTION OF CMC REPRESENTATIVES FOR MARINE CORPS FUNERALS


CONDUCTED AT ARLINGTON NATIONAL CEMETERY

Ref: (a) MCO P3040.4D

1. Situation. This Order provides policy and guidance for


selection of Marines to serve as CMC representatives, as well as
general guidance on Marine Corps participation in subject
funerals.

2. Cancellation. MCO 5360.9.

3. Mission. To provide the CMC representative who will present


the colors to the next of kin at funerals for deceased members of
our Marine Corps at Arlington National Cemetery.

4. Execution

a. Commander’s Intent and Concept of Operations

(1) Commander’s Intent

(a) This Headquarters is called upon frequently to


participate in military funerals conducted at the Arlington
National Cemetery. Such funerals are an open recognition of the
nation's debt for the services and sacrifices of our Marines.

(b) The Commanding Officer, Marine Barracks,


Washington, DC, will provide appropriate military honors elements
to include musical support for standard honors funerals. CMC
(PAB) will assign the appropriate musical unit to support Full
Honors Funerals.

(c) A Marine of equal grade to that of the deceased


will be named to serve as the CMC representative to present the
colors to the next of kin.

(2) Concept of Operations. The Commanding Officer,


Marine Barracks, Washington, DC, has the overall responsibility
for coordinating funeral arrangements and when requested, will
have the Casualty Representative available to brief CMC
representatives prior to each funeral. The Casualty
Representative shall make all requests for personnel support from
the Director, Marine Corps Staff and the Commanding Officer,
Headquarters Battalion, Headquarters, U.S. Marine Corps,
Henderson Hall as soon as possible upon notification of a Marine
Corps funeral. Assignment of CMC representatives of the
appropriate rank will be as follows:

(a) CMC representatives for staff noncommissioned


officers below the grade of master sergeant will be assigned by
the Commanding Officer, Marine Barracks, Washington, DC.

(b) Requests for general officers or sergeants major


will be undertaken by the Director, Marine Corps Staff.

(c) The Commanding Officer, Headquarters Battalion,


Headquarters, U.S. Marine Corps, Henderson Hall will provide a
CMC representative for funerals of deceased Marines in the grades
of colonel through master sergeant and first sergeant.

(d) In certain instances, a request for a grade


waiver may be considered (for example: mass casualty crisis with
numerous funerals). In the event of a mass casualty crisis with
numerous funerals, the Director, Marine Corps Staff may direct
that all officers and staff noncommissioned officers of HQMC may
be tasked as CMC representatives.

b. Subordinate Element Missions

(1) The Commanding Officer, Marine Barracks, Washington,


DC, will provide the CMC representative if the deceased is in the
grade of gunnery sergeant or below.

(2) Requests for general officers or sergeants major will


be resolved by the Director, Marine Corps Staff. The Director,
Marine Corps Staff will nominate, for the Assistant Commandant’s
approval, the appropriate general officer or sergeant major.

(3) The Commanding Officer, Headquarters Battalion,


Headquarters, U.S. Marine Corps, Henderson Hall, upon request
from the Commanding Officer, Marine Barracks, Washington, DC, is
responsible for assignment of CMC representatives for funerals of
deceased Marines in the grades master sergeant and first sergeant
through colonel.

(a) Upon receipt of the requirement to provide CMC


funeral representatives for the grades of master sergeant and
first sergeant through colonel, the Commanding Officer,
Headquarters Battalion, Headquarters, U.S. Marine Corps,
Henderson Hall will request support from any of the agencies in
the National Capital Region where Marines serve under
administrative control of the Battalion. Marines serving aboard
MCB Quantico, will not be considered. Support will be requested
on a “fair share” rotation based upon the on-board strength of
officers and staff noncommissioned officers in each grade from
the respective agency.

(b) The Commanding Officer, Headquarters Battalion,


Headquarters, U.S. Marine Corps, Henderson Hall will maintain a
record of assigned individuals used for CMC funeral
representatives.

(c) Heads of staff agencies are requested to


institute a plan or maintain a pre-designated list of available
Marines, eligible to participate as CMC funeral representatives
based upon the numbers of Marines in each grade assigned to their
respective agency.

(4) The Commanding Officer, Marine Barracks, Washington,


DC may request additional gunnery sergeants as necessary from the
Commanding Officer, Headquarters Battalion, Headquarters, U.S.
Marine Corps, Henderson Hall, should funerals requiring gunnery
sergeants occur simultaneously.

5. Administration and Logistics

a. Transportation. Transportation for the CMC


representative will be provided by the Casualty Representative,
Marine Barracks if requested.

b. Uniform

(1) The appropriate seasonal dress uniform as directed by


the Commanding Officer, Marine Barracks shall be worn by all

funeral participants to include the CMC representative. The


uniform will be Blue Dress “A” or Blue/White “A” with large
medals, mourning band, and white gloves.

(2) The CMC representative should have a second chinstrap


(black) available in case of inclement weather. When the second
chinstrap is worn for funerals, it will be fixed under the chin
and the pointed ends will be clipped off.

(3) If needed, the blue all-weather coat will be provided


by the Casualty Representative, Marine Barracks.

(4) Adverse weather items not actually worn may be left


in assigned vehicles until conclusion of the service.

6. Command and Signal

a. Signal. This Order is effective the date signed.

b. Command. This Order is applicable to Marines in the


National Capital Region including Quantico unless otherwise
indicated.
