RESOTUTTON NO. 11128
WHEREAS, the Commission promulgoted Resolution No. I l l0l doted
Jonuory 21 ,2025 or the contingency procedures to cover risks to the AES ot
oll points in ihe process pursuont to Republic Act No. 9369;
wHEREAS, there is o need to provide odditionol guidelines to ensure
thot oll processes qre covered by contingency meosures;
NOW THEREFORE, the Commission on Eleclions RESOLVED, os it hereby
REsoLVEs, to promulgote the following supplementol guidelines to be used
os contingency procedures for the Moy 12, 2025 Nolionol ond Locol
Elections, ond BARMM Porliomentory Elections:
ARTICLE I
sEc. r. ACM/EB
A. lf both USB devlces ore corrupted or defectlve.
l. The EB sholl reporl ihe some to the DESO-TSS who sholl report
this motter to the NTSC ond the EO os well.
2. Ihe NTSC shollrecommend to the PMO Director the issuonce
of o new ond blonk USB device (moin ond bockup device).
3. The NTSC sholl inform the EO of the replocement of the
defective USB device.
4. The the replocement USB device, if lhere ore still
EO sholl issue
ovoilqble contingency blonk USB devices in his/her custody.

5. ln cose there ore no ovoiloble contingency USB devices in the
custody of the EO, the NTSC shqll inform the technicol hub of
the replocement of the defective USB device.
6. The NTSC sholl confirm with the EO ond the DESO-TSS on the
ovoilobility of the USB device for pick-up ot the technicol hub
by the EO or his/her outhorized representotive.
7. The EB sholl bring ond turn over the defective USB device to
the EO or the iechnicol hub, os lhe cose moy be.
8. Upon receipl of the new blonk USB device provided by the
EO or the technicol hub, os lhe cose moy be, the EB sholl
connect the new blonk USB devices (moin ond bockup) to
the ACM.
9. The ACM will generote o request code ond will require o One-
Time PIN (OTP).

The EB shqll inform the NTSC of lhe request code ond the NTSC
sholl provide lhe corresponding OTP.
I l. Once the ACM volidotes the OTP, the ACM sholl synch the
doto from the ACM memory into both of the USB devices.
12. The EB sholl now proceed ond record this motter in the
Minutes.

l. The EB sholl inform the EO ond the DESO-TSS of this foct. The
DESO-TSS sholl immediotely inform the NTSC.
2. Ihe NTSC sholl instruct ihe the
EO or DESO-TSS to conducl the
bosic troubleshooting procedures.
3. lf the problem persists, the DESO sholl look for ovoiloble ACM
from other polling ploce thot hod successfully compleled oll
tosks in the ACM until lhe finol bockup.
4. The NTSC sholl recommend io the PMO Direcior for the
replocement of the defective ACM using the ACM from the
other polling ploce. For this purpose, the EB thot provided the
replocement ACM sholl remove oll USB devices ond ploce lhe
some wilh the smortcord security keys ond PlNs inside the

envelope intended for lhe moin USB device (C.E. Form No.
Al8-B). The some EB sholl mqke the proper documentolion of
fhe turnover of the ACM ond sholl note the some in the
Minutes.
5. The EB sholl insert the USB Moin ond Bock up in the USB poris of
the ACM, ond proceed to the lost stote of the ACM
processing.
C. There ore still remoining bollots to be scqnned to the ACM
(bollots were set oside ond finol bockup hos olreody been
performed).
l. The EB sholl inform the EO ond the DESO-TSS of this foct. The
DESO-TSS sholl immediotely inform the NTSC.
2. Ihe EB sholl be instrucied by the NTSC vio the DESO_TSS to
rezero the ACM to refeed oll the bollots including those which
were set oside.
3. The EB sholl continue with the process until completion of the
finol bock up process.
4. The EB sholl record this motter in the Minutes.
sEc.2. ccs/Boc
A. The CCS loptop connot lnltiolize.
1. lf upon opening, the CCS loptop connot initiolize. The CCS
Operotor sholl check if the CCS loptop is not zero or contoins
dqto from the Pre-LAT.
2. The CCSO shollinform the NTSC thru the CCS Technicion ond
sholl request for the user credenliols ond procedures to
perform the rezeroing of the CCS.
3. Upon receipi of the some, the CCS Operotor sholl perform the
rezeroing of the CCS qnd restort the some.
4. The BOC sholl proceed to iniiiolize the CCS.
5. The BOC sholl record this molter in ihe Minutes.
SEC. 3. EFFECTIVITY - This Resoluiion sholl toke effect on the seventh
(7th) colendor doy following its publicotion in two (2) newspopers of
generol circulotion of the Philippines.

The rTD shoil couse the posting of this
Resolution in the officiol websfie of the commission, while the EJucotion
qnd lnformotion Deportment (ElD) of the commission sholl couse
its
publicotion ond disseminotion to the medio.
The Personnel Deportmeni sholl ensure lhe inclusion of these odded
functions of lhe DESo in their conducl of lroinings ond troining monuols.
The Field operoiions Group (FoG) shoil furnish copies to oil
concerned moin ond field offices of the commission. The oREDs, opESs
ond oEOs sholl be responsible to properly inform the EBs ond DESos in their
jurisdiction, of these odditionol guidelines.
