SUBJECT : Investigation Report on Murder (Shooting Incident)
DATE : February 25, 2024
I. AUTHORITY:
1. Inherent Authority of the Chief of Police to conduct investigation
relating to breach of Peace and order as well as other incident that significantly
affects the safety of the entire population of the Municipality of Camiling.
II. MATTERS TO BE INVESTIGATED:
2. To determine the facts and circumstances surrounding the Shooting
Incident (Murder) committed by suspect identified as Ronnie Diaz, 36 years old,
married and resident of Luna St., Brgy. Poblacion C, Camiling, Tarlac, and Andrei
Ramos 47 years old, married and resident of Luna St., Brgy. Poblacion C, Camiling,
Tarlac, victimizing Rodolfo Sotto y Santos 64 years old,married, bank manager of
BDO San Miguel Branch and resident of Bonifacio St., Brgy. Poblacion D, Camiling,
Tarlac,
III. FACTS OF THE CASE:
3. At about 3:10 PM of February 25, 2024, a shooting incident transpired
at Brgy. Poblacion D, Camiling Tarlac, victimizing one (1) Rodolfo Sotto y Santos, 64
years old, married and resident of Bonifacio St., Brgy. Poblacion D, Camiling, Tarlac,
while the suspect was identified as Ronnie Diaz, 36 years old, married and resident
of Luna St., Brgy. Poblacion C, Camiling, Tarlac, and Andrei Ramos 47 years old,
married and resident of Luna St., Brgy. Poblacion C, Camiling, Tarlac.
4. Initial investigation shows that prior to the incident victim and suspect
have a drinking spree and an altercation aroused between them. After few minutes,
victim decided to go home to avoid an argument against the suspect, but while on
his way home suspect followed him and shot the back of his head, that resulted to
his instantaneous death. A hot pursuit operation was immediately conducted by this
station which resulted to the arrest of the suspect. Upon Arrest, suspect appraised
his constitutional rights in a language known and understand by him and recovered
from his possession and control one (1) unit of Armscor 2015 SPL Cal. 38 revolver
with serial number 71569 loaded with three (3) live ammunitions, one (1) fired
cartridge case and one (1) unit of Honda TMX 125 motorized tricycle used as
getaway vehicle.
IV. INVESTIGATION AND FINDINGS:
5. That prior to the incident suspect have a borrowed money to the victim
amounting to One Thousand Pesos (Php1, 000.00), that while their drinking spree
was on progress victim told the suspect about his lend money, causing them to have
a heated argument. Victim leave the place to avoid further discussion, but the
suspect followed him and treacherously shot on the back of his head, which resulted
to his instantaneous death.
V. CONCLUSION:
6. That base on the foregoing facts, suspect willfully and unlawfully
committed such act and violated the prevailing laws.
VI RECOMMENDATION/DISPOSITION:
7. Considering that the suspect committed a crime, this station referred to
Tarlac Provincial Prosecutors Office a Murder Case against Rodolfo Sotto y Santos
thru Inquest proceeding docketed under NPS No. III-18-INQ-21K-1921 and docketed
under CC No. 2021-237, without recommended bail, while the recovered pieces of
evidence was properly turn-over to Tarlac Crime Laboratory Office for proper
disposition.
