Election Preparedness Measure and Emergency Response Plan


This plan will help to provide assistance to the operations of the local Commission on
Elections and Town Officials in carrying out various tasks in ensuring an orderly election
proceeding. It is designed to assist Election Officials, in the case of an emergency or
evacuation during the election process. Election officials, local authorities and employees
concerned should have proper orientation on what to do in the event of a fire, bomb threat,
health-related hazard or any other threatening disaster or situation. This contingency plan
likewise allows for an immediate response to such situation and enable voters to continue on
their democratic right to suffrage.
In the light of the upcoming Mid-term elections slated on May 12, 2025, it is deemed
necessary to activate the Emergency Operations Center (EOC) and the Incident Command
System (ICS) commencing on 0600H 12 May 2025 utilizing all the existing resources of the
LGU to include response clusters namely: Search, Rescue and Retrieval, Emergency
Telecommunication, Law and Order, Protection, Management of the Dead and Missing
(MDM), Logistics and Food and Non-Food Items.
All MDRRMC accredited Civil Society Organizations are expected to check-in as agreed.
Deactivation shall be on 0600H 13 May 2025.
1. Potential types of disasters and/or contingencies
a. Natural Disaster (immense heat, heat wave, etc.)
b. Health-Related Disaster (diarrhea due to deliberate distribution of
contaminated drinking water, heat stroke, etc.)
c. Phone System Crash
d. Bomb Threat (terrorist activities, violence, etc.)
e. Power Failure (sabotage)
f. Fire (arson, sabotage, etc.)
g. Internet Connection Problem (hacking, sabotage, etc.)
h. Others
2. Staff responsible for each task in the event of a disaster or unforeseen event.
