            ADSDO’s & HR,MIS & Finance Officers to District Offices and Exception of
            mapping of ESC Colleges – certain issues regarding Employees working under
            APSSDC – Representation submitted – favorable orders – Request - Reg.

   We submit the following few lines for kind perusal, consideration and favorable orders.
    We submit that through our Department has implanted various training programs in the
district as details are submitted below:
    1. Certification & MNC placement programmes to the Degree students through
         Employability Skill Centers (ESCs).
    2. Diploma and Engineering students through Dassault and CM’s Excellence Centers
        for getting placements in MNC companies.
    3. Training-cum-placement programmes to the un-employed youth through different
         Schemes like.. SC, ST, PMKVY, JJM, NFDB and NABARD etc., for getting
         placements in Private Sectors.
    4. Conducting monthly JOBFAIRS at Assembly Constituency level in all the Districts
         of AP and providing employment to the un-employed youth in the state of AP.
    5. The Skill Colleges have temporarily established in every MP Constituency in the
         state for the benefit of unemployed youth.
    6. The Skill Hubs have established in every Assembly Constituency in the state for the
         benefit of unemployed youth.
    7. Conducting Entrepreneurship Development Programs in the state for creating
         awareness of prospective Entrepreneurs.
    8. Conducting ICSTP Programs
    9. Conducting Sector Skill Council training programs
    10. Conducting World Skill Competitions
    11. Conducting Skill International training programs
   12. Conducting Central sponsored training programs like JJM. NJM, RPL, PMKVY,
       PM Viswakarma, PM Internship, SANKALP etc.,
   13. Conducting Govt. of AP top priority Program “Skill Census”
   14. Implementing SANKALP scheme in the District.
    In this juncture we are submitting that the above all programs / schemes are successfully
conducting as per the Directions/Instructions issued by the Government in all Districts of AP
State in a timely manner.
   Further we submit the following few lines for kind perusal and necessary information.
   It is to submitted that vide reference 1st cited above, in order to strengthen the District
Administration and to optimize the workload at the Districts the MD & CEO, APSSDC had
appointed ADSDE, HR & MIS Executive, Finance Executive and Placement Executives for each
District in the State to the existing staff for considering Qualification, Experience, Skills etc.,
conducted interviews with the team of Executive Director, CGM Finance and Head HR.
    Vide reference 2nd cited above Government of Andhra Pradesh had sanctioned for the
establishment of One Skill College at Parliamentary Constituency and One Skill Hub at each
assembly constituencies, in this MD & CEO, APSSDC are deployed the existing three District
Administration staff under each nodal officer for implementing Skill Hubs and Skill Colleges
operations at the District level.
   Vide reference 3rd cited above the MD & CEO, APSSDC had rationalized the job roles at
District level for implementation of various activities as per the available human resources and
emerging needs, in this process HR & MIS officers are renamed with additional charges of
Finance and the new designation is HR, MIS & Finance Officer.
  Vide reference 4th cited above MD & CEO, APSSDC had instructed to map the ESCs ,
CMSEC, Dassault centers to the staff including District Administration Staff .
   Roles and Responsibilities of District Administration Staff
I. As a Additional Skill Development Officer (ADSDO)
   ⮚   Skill Hubs, Skill Colleges visits & inspection.
   ⮚   Generating Skill Hubs, Skill Colleges progress report.
   ⮚   Generating overall activities progress report in the district and preparing PPT’s.
   ⮚   Redressing the PGRS (Public Grievance Redressal System) petitions, CM Grievances,
       Deputy CM Grievances etc., and Submitting the Endorsements to the petitioners in the
       PGRS portal.
   ⮚   Playing a designated role in the Job-fairs.
   ⮚   Attending the district level meetings conducted by the District Administration.
   ⮚   Conducting Manadal level trainings for the GSWS staff on Skill Development Programs.
   ⮚   Coordinating and following up all the ground level staff to complete the given tasks
       within the time lines in a smooth manner for achieving better results.
   ⮚   Maintaining all the work files in the work space for accountability and future reference.
   ⮚   Conducting awareness on Skill International programs at the District level.
   ⮚   Attending the Command Control duties as the orders of District Collector.
   ⮚   Reporting as a Master Trainers for (MOTs) for all the State and Centeral Skill
       Development activities initiated in the District level.
   ⮚   Liaison with the line departments ( District Employment Exchange, DRDA, ICDS, DIC,
       GSWS, MEPMA, Youth Services etc.,) for smooth execution of the Skill Development
       activities at the District level.
   ⮚   Participating the Skill Development Programs organized by the other line departments (
       District Employment Exchange, DRDA, ICDS, DIC, GSWS, MEPMA, Youth Services
       etc.,)
   ⮚   Conducting Special awareness programs in the Mandal and District level on Skill
       Development Programs.
   ⮚   Other responsibilities like Mobilization, representing as a SPOC, Inspections etc., for
       various Skill Development training programs and Additional duties like CM Programs,
       Local Festivals, Disaster Management etc., as instructed by the District Collector and
       DSDO’s
II. As a HR, MIS & Finance Officer.
   ⮚   Preparing Staff Monthly Attendance at the District level.
   ⮚   Maintain the staff joining and relieving documents.
   ⮚   Informing about all the programs to the employees through mail / watsapp
       communication to keep everyone up to date with the latest information.
   ⮚   Reporting KPI reports to the CPO Office.
   ⮚   Updating all the information in the HO shared google sheets
   ⮚   Preparing Office Administration Bills, Jobmela Bills, DSDP, Inaugurations etc., other
       program bills which are organized at the District level.
   ⮚   Verifying and Preparing the training program bills.
   ⮚   Attending Head Office and District Collector meetings along with DSDO.
   ⮚   Attending PGRS program on every Monday for general grievances.
   ⮚   Inviting Politicians and Other line Department Officers for all the programs held at
       District level.
   ⮚   Providing logistic arrangements for all the programs conducted in the District level.
   ⮚   Preparing note files for taking budget approvals.
   ⮚   Preparing Press notes and submitting to print and electronic media. Wide publicity
       through Social media.
   ⮚   Attending Protocol duties as instructed by the District Administration
   ⮚   Preparing all Correspondence letters in the District, Note files for various programs like
       DSDP, Skill Census, etc., in the District to the Higher Officials.
   ⮚   Troubling shooting all the IT related issues in the District.
   ⮚   Consolidating all the training programs reports like ESC, Skill Hubs, Skill Colleges,
       Unemployed Youth training programs and Jobmelas.
   ⮚   Attending the Command Control duties as the orders of District Collector.
   ⮚   Reporting as a Master Trainers for (MOTs) for all the State and Centeral Skill
       Development activities initiated in the District level.
   ⮚   Liaison with the line departments ( District Employment Exchange, DRDA, ICDS, DIC,
       GSWS, MEPMA, Youth Services etc.,) for smooth execution of the Skill Development
       activities at the District level.
   ⮚   Participating the Skill Development Programs organized by the other line departments (

       etc.,)

    It is submitted that the above staff working since establishment of the organization and most
of the staff having Professionals Degrees (MTech, MBA, MCA, MSW etc.,), completed above 8
years of the service and drawn the salary between Rs.20000/- to 25000/- per month and having
comprehensive experience in the Department activities and all the staff believing the
organization Vision, Mission and values and continuing the services for achieving the
organization vision and for better career growth.
    In this regard we are bringing to kind notice that few officers are submitting to the higher
officials with the wrong feedback i.e., there is no activity to the District Administration staff
without knowing the proper ground report from the Districts.
    In any organization the employee will perceive career growth with his/her experience but due
to the current changes the employees are facing humiliating situation and also submitting that
this situation arises every time after taking charge of new MD & CEO and then after the MD &
CEO understanding the importance of the District Administration and continuing the posts after
considering the ground report with proper channel.
   Further submitted that at present we all are unofficially attending the District Office along
with allotted ESC centers for on time completion of District works as instructed by DSDO’s.
       In view of the circumstances explained above, we are humbly requesting the MD & CEO,
APSSDC on humanitarian grounds may kindly be consider to retention the services of the
ADSDO’s, HR,MIS & Finance Officers at District Office without mapping to the ESC
Colleges and also requesting to standardize the structure of the District administration staff with
proper order without reiteration for effective and smooth execution of the all the State and
Central Skill Development programs at District level.
