ABAS

Assalamu Alaykum warahmatullahi wabarakatuho!

It is my honor to welcome you all to the Special Health Fund Orientation with
the theme of Strengthening Financial Management for Universal Health Care:
Optimizing the Special Health Fund in Bangsamoro Region.

Objective

This two-part activity is organized to strengthen financial management


practices within the UIS and non-UIS in BARMM. Furthermore, it serves as a
roadmap toward achieving a 100% completion rate of financial management
by ensuring compliance with the Means of Verification (MOVs) required for
each Key Result Area (KRA).

The Collaborative, Learning, and Adaptation component of the activity


provides a platform for sharing best practices and initiatives, evaluating UHC
implementation status, and addressing operational and systemic challenges
through adaptive and context-specific solutions.

The activity specifically aims to:

a. Provide participants with an overview of the current status of LHS ML


implementation in BARMM;

b. Equip participants with a comprehensive understanding of the LHS ML


Indicator for Financial Management;

c. Present guidelines on the SHF accounting and reporting, with a


particular emphasis on the proper completion of the templates outlined
in Annexes A to F;

d. Outline the process entailed in the guidelines on the allocation and


budgeting for the SHF with a particular emphasis on the proper
completion of the templates prescribed in Annexes A to D;

e. Facilitate the guidelines on the prospective payment scheme and SHF


tracking system, with a specific focus on the accurate completion of
the templates detailed in Annexes A and B;
f. Review the guidelines for contracting Health Care Provider Networks,
particularly regarding the templates prescribed in Annexes A through
M;

g. Engage participants in an in-depth discourse on the management of


SHF in BARMM;

h. Identify and devise strategies to overcome identified critical


challenges;

i. Promote collaborative learning by sharing best practices, discussing


the current status of UHC implementation, and identifying common
challenges within UIS in BARMM;

j. Establish an adaptive framework to support continuous learning and


improvement in UHC implementation, focusing on actionable plans and
measurable goals for both integration and non-integration sites; and

k. Discuss future directions for advancing the implementation of UHC in


BARMM.
