ORIENTATION ON THE UNIVERSAL HEALTHCARE LAW
SGA- FIELD HEALTH OFFICE
August 14, 2024

I. BACKGROUND
The Universal Healthcare (UHC Law) formally known as the Republic
act no. 11223 was signed into law in February 2019. It is a landmark
piece of legislation that seeks to overhaul the Local Health System
by making health system services accessible and affordable for all
Filipinos. The UHC Law mandates the establishment of province-
wide and city-wide health system that will integrate all local health
services under a single, unified network, ensuring a more efficient
and equitable distribution of resources and services.

The orientation was a crucial step in preparing the Special


Geographic Area for its potential role as an integration site for UHC.
By providing key insights into the UHC Law and the local health
systems maturity level. The orientation helped equip the SGA with
the knowledge and tools necessary for the successful
implementation of UHC in their area.

II. OBJECTIVES
The primary objective of the orientation was to provide knowledge
and awareness among SGA about the UHC Law and to assess their
readiness to become an integration site for UHC. As SGA is currently
a non- UIS, this orientation aimed to familiarize them with the
requirements and processes involved in transitioning to a UIS,
ensuring that they are well prepared for the challenges that lie
ahead.

IV. ACTIVITY SUMMARY


The orientation began with an introduction of the Ministry of Health-
BARMM Universal Healthcare team, facilitated by the Master of
Ceremony, Ms. Jamia Almira Arimao. She then presented the
agenda for the session. Following this, Ms. Yasmin Kabi delivered an
overview of the Universal Healthcare Law. The session concluded
with a presentation on the Local Health Systems Maturity Level,
presented by Ms. Ressa Joy Canen- Alba.
Discussions:
- Dr. Meling asked if the license to operate for the Primary Care
Providers’ Network should also include the Barangay Health
Station. Does the BHS also require a license to operate?
- Ms. Yasmin Kabi responded that only the Rural Health Unit (RHU)
needs to have a license to operate; it is not required for the
Barangay Health Station (BHS).
- Dr. Meling asked whether the Memorandum of Agreement with
the Apex Hospital requires the hospital to be within the SGA, or if
it can be located outside the SGA.
- The UHC coordinators replied that it is acceptable for the Apex
hospital to be from another region. For example, in
Maguindanao, their Apex hospital is located in Cotabato City or
at the Cotabato Regional and Medical Center.
- Dr. Meling concludes open that they are ready to be a UIS.
Specifically, they can start on the preparatory level since this is
only a data involved in the MOVs (means of verification). She
also added that they could operate fully starting next year since
this is already mid-year.
