SENIOR HIGH SCHOOL PROGRAM

A. Rationale:
The Senior High School (SHS) program, established under Republic Act
10533, plays a critical role in preparing students for higher education,
employment, entrepreneurship, and skills development. However, since its full
implementation in 2016, the program has encountered several challenges,
including insufficient infrastructure, a shortage of specialized teachers, and weak
industry partnerships. Additionally, the current curriculum has been criticized for
being overly fragmented, offering limited elective options, and providing
inadequate instructional time. These issues have led to minimal economic
benefits for SHS graduates, as evidenced by research that shows limited
advantages over Grade 10 or second-year college completers (Orbeta, 2020).
In response to these challenges, the Schools Division Office of Surigao del
Norte has designed a consultation activity aimed at promoting a unified
understanding of the revised SHS program among those responsible for its
implementation. This consultation is crucial for addressing the gaps in the
current SHS framework and ensuring that all stakeholders—teachers, school
administrators, local industry representatives, parents, and students—are
aligned in their understanding of the program’s objectives and revisions. By
engaging these groups in open dialogue, the consultation will facilitate the
identification of key areas for improvement and foster collaboration towards the
successful implementation of the revised SHS curriculum.
The consultation activity aims at promoting a unified understanding of the
revised SHS program among those responsible for its implementation. This
consultation is crucial for addressing the gaps in the current SHS framework and
ensuring that all stakeholders—teachers, school administrators, local industry
representatives, parents, and students—are aligned in their understanding of the
program’s objectives and revisions. By engaging these groups in open dialogue,
the consultation will facilitate the identification of key areas for improvement and
foster collaboration towards the successful implementation of the revised SHS
curriculum.
The consultation activity is rooted in the need for a comprehensive and
inclusive approach to curriculum reform. Through active participation and shared
insights, the consultation aims to address the fragmentation of the curriculum,
explore ways to offer more electives, and ensure that instructional time is used

more effectively. Additionally, strengthening partnerships with local industries
will be emphasized, enabling SHS students to gain real-world experience and
enhancing their employability upon graduation. Ultimately, this consultation will
provide a platform for stakeholders to voice their concerns, suggest solutions,
and collaborate in refining the SHS program to make it more relevant, effective,
and responsive to the evolving needs of students, the workforce, and society at
large.
The participants of this consultation activity are parents, students, teachers,
school heads, and industry partners of the six (6) senior high schools categorized
as private school, small public school, medium public school, large public school,
very large public school, and technical vocational institution in the Schools
Division of Surigao del Norte.
