Brief About Foundation for MSME Clusters

Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes
inthe promotion of MSMEs through cluster and value chain led development. FMC was promoted as
aRegistered Public Charitable Trust with the technical support of a then UNIDO Cluster Development
Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government,
Banks, Academia, Donor institutions and NGOs, ably led by Mr. Ajay Shankar, IAS (ex-Secretary
Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in
line with its vision and mission that are given as under:

Vision: FMC’ s initiatives are guided by our Vision for “An economically progressive, socially
connected, environmentally sustainable world that is spiritually rooted and composed of
interconnected yet diverse local socio-economic systems.”

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local
area development in developing and transition economies.
In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another
150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting
more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided
training, handholding, and research on cluster development in 16 other countries across the globe.

Job Description: FMC with support of GIZ and in coordination with Goa Government will
implement a project to support the development and implementation of Net Positive Action Plans
in three Panchayats of Goa, creating scalable, community-led decarbonisation models and enabling
state-level uptake. The project will be implemented with 3 primary outcomes:

Outcome 1: Build a Multi-Stakeholder Ecosystem to facilitate integrated planning, collective


action and periodic steering/monitoring and reporting.
Outcome 2: Develop and Demonstrate Replicable Net Positive Panchayat Models for achieving
Goa’s energy transition.
Outcome 3: Enable Policy Uptake and Scale-Up Across Goa.

(1) Job Title: Project Manager

Location: Goa (travel to Delhi or other states)


Duration: 15 months
Reporting to: Deputy General Manager at FMC Headquarters

Key Responsibilities:
Lead the end-to-end execution of the project in three selected Panchayats through a
combination of clean energy adoption, energy efficiency, sustainable mobility, nature-based
solutions, and circular economy practices.
Ensure identification of most relevant sectors for rural Goa on the basis of contribution to
emissions and criticality to Goa’s Economy.
Ensure Panchayats will be selected through a transparent, inclusive, and non-discriminatory
process
Ensure to catalyse collaboration between Panchayats, state government departments,
private institutions, CSOs, and community members for co-creating and implementing low-
carbon solutions.
Ensure community engagement, decentralized planning, sectoral integration, and
convergence with ongoing government programs and policy frameworks.
Ensure Participatory Diagnostic and Development of Net Positive Action Plans, Capacity
Building and Institutional Strengthening, Pilot Implementation of Key Measures
Supervise the project team including the Deputy Manager and Field Executives.
Coordinate with Government of Goa departments (Panchayati Raj, GEDA, Tourism, Power,
etc.) for convergence and implementation.
Organise and lead the state-level multi-agency steering group meetings.
Guide the development of Panchayat-level Net Positive Action Plans through diagnostics,
participatory workshops, and technical assessments.
Oversee implementation of multiple pilot interventions across Panchayats.
Ensure quality documentation of learnings, pilot results, stakeholder feedback, and toolkit
development.
Liaise with FMC’s central team, donors, and external partners for regular reporting and
reviews.
Lead the planning and execution of state-level workshops and project closure events.
Support to HO team in other projects related to sustainability, climate, or rural development
domains.

Skills & Qualifications:

Master’s degree in Environment, Public Policy, Rural Development, Energy, or related field.
Minimum 8–10 years of experience in project management, preferably in sustainability,
climate, Energy & Environment or Rural development domains or related field having
subject expertise/experience.

Having experience of giving consultation toGovt, in developing program, multi-stakeholder
consultation, leveraging resources/fund, writing proposal/program
Proven experience in Government coordination, multi-stakeholder engagement, and
grassroots implementation.
Excellent communication, leadership, and strategic planning skills.
Fluency in English and Hindi; knowledge of Konkani is an advantage.

Assist the Project Manager in day-to-day coordination, planning, and monitoring of project
activities.
Support in conducting Panchayat selection, stakeholder consultations, and sectoral
diagnostics.
Ensure to catalyse collaboration between Panchayats, state government departments,
private institutions, CSOs, and community members for co-creating and implementing low-
carbon solutions.
Ensure community engagement, decentralized planning, sectoral integration, and

policy, biogas programs, etc.
Support to HO team in other projects related to sustainability, climate, or rural development

Skills & Qualifications:


Master’s degree in Environmental Studies, Rural Management, Social Work, or Development
Studies.
5–7 years of field coordination or project implementation experience in community or
climate-focused projects or related field having subject expertise/experience.
Program/policy analysis/development related experience (with Think Tanks)

Strong skills in documentation, coordination, and stakeholder engagement.


Familiarity with Goan Panchayati system and climate-related schemes preferred.

Working proficiency in English and Hindi; local language (Konkani) desirable.

Key Responsibilities:

Conduct field-level data collection, stakeholder mapping, and household/sectoral surveys for
energy, waste, transport, and livelihood diagnostics.
Support the carbon profiling and sector-wise GHG inventory in the Panchayats.
Facilitate focus group discussions, participatory workshops, and capacity-building sessions at
village level.
Ensure consistent engagement with SHGs, youth clubs, Anganwadi’s, and local institutions.
Support the implementation and monitoring of pilot initiatives (e.g., solar lighting, e-
cooking, waste management).
Track behavioural changes, community feedback, and report adoption patterns.
Assist in IEC dissemination and awareness campaigns in local language.

Skills & Qualifications:

Graduate in Social Sciences, Environment, Rural Development.


2–4 years of community-level work experience in rural, environmental projects, or related
field having subject expertise/experience.
Comfortable with field data collection, facilitation of local meetings, and basic report writing.
Having expertise in community mobilization, project implementation (NGO preferred)
Familiarity with MS Office/Google Suite; GIS/data collection tools is a plus.

Fluency in Konkani essential; working knowledge of Hindi & English desirable.
