(including DepEd) are encouraged to appoint and train VROs. These trainings equip VROs with the
knowledge, skills, and attitude to champion values, lead discussions, and model good governance.

Course Content: VRO training often includes an overview of VRP goals, principles of trainer excellence,
characteristics of adult learners, roles of trainers and trainees, and in-depth discussions on core values
like Love of God, Respect for Authority, Integrity, Accountability, Power of Influence, and Selfless Love
and Service (often linked to the Code of Conduct and Ethical Standards for government officials).

2. DepEd's Values Education Program (VEP):

core subjects).

Professional Development: DepEd supports ongoing professional development for teachers to enhance
their understanding and implementation of values education. This includes:

Training and Lesson Demonstrations: Values education teachers are expected to assist other subject
area teachers in meaningfully integrating values development into their lessons, and to conduct
trainings or lesson demonstrations if needed.

Revised Values Education Framework: This framework serves as a basic material source for the core
values to be developed in learners.

Focus on Core Values: The VEP aims to instill core values such as Maka-Diyos (God-loving), Makatao
(people-loving), Makakalikasan (nature-loving), and Makabansa (country-loving).

Holistic Development: The goal is to develop Filipinos who are self-actualized, socially responsible,
productive citizens, and people of faith committed to building a "just and humane society."

Key Principles and Goals Across Programs:

Personal Transformation: A strong emphasis is placed on the personal transformation of teachers


themselves, as they are seen as key agents in influencing students and the community.

Anti-Corruption Initiative: The VRP, in particular, is considered a "soft approach" to combat graft,
corruption, inefficiency, and broken working relationships within government ranks, including the
education sector.

Nation-Building: Ultimately, these programs aim to contribute to nation-building by fostering a citizenry


imbued with strong moral and ethical values.

Consistent Education: The necessity of consistent education in values restoration through regular
trainings and seminars is highlighted to raise awareness and reinforce values.

For teachers, these programs mean opportunities for training, workshops, and integrating values
