restricted areas within the Atlantic City casinos. Backup systems can be located elsewhere,
provided they are Division-approved.
**Location of Patrons**
All internet gaming must occur within New Jersey, per federal law and 2013 amendments to
the Casino Control Act. New Jersey casinos may accept wagers from outside the state only
if federal law changes or through reciprocal agreements with other jurisdictions. Mobile
wagering is allowed but must occur within the property boundaries of the casino hotel facility,
excluding parking structures. Verification of the patron’s location is required before allowing
any wagering activity.
**Patron Accounts**
Before wagering, patrons must establish an account with the casino, providing identification
and verifying age and location. The account allows patrons to access their gaming activity
and set spending or time limits. Notifications are sent once a patron reaches a $2,500
lifetime deposit threshold.
**Gaming-Related Casino Service Industry License**
Entities providing internet gaming equipment must be licensed as a Gaming-Related Casino
Service Industry provider. The application includes multiple forms and a $5,000 fee for initial
review, with additional fees for extended review time. The license term is three years,
renewable for five years.

Applicants must complete a Business Entity Disclosure Form – Gaming, providing extensive
business and financial information, and submit several supporting documents. Individuals
employed by the applicant must file personal history forms and be photographed and
fingerprinted.

A $60 one-time fee is required for licensure, which is valid indefinitely unless revoked or
suspended. Applicants must provide detailed personal and professional history and submit
various documents, including fingerprint cards and photos.
