Inspector turns down appeal bid
The appeal regarding the property in Station Terrace was dismissed by Inspector A D Poulter because retaining the porch, which has already been built, would he harmful to the character and appearance of the appeal building and the street scene. The applicant, Mr Evans, wanted to retain the storm porch he has built at the front of his house. The porch has a shallow mono-pitch roof and encloses the central door and one of the adjacent ground floor windows. Mr Poulter said that the building had a traditional, generally symmetrical design which gave it a pleasing and coherent appearance adding significantly to its charm. The inspector said in his decision: The proposed storm porch is off centre and is itself asymmetrical. It therefore seriously unbalances the buildings

New look hall is set for reopening
NEWPORT Memorial Hall will be reopened on Friday, July 13, at 7pm with a range of speakers, displays and refreshments. Simon Thomas, regional Assembly Member will officially open the halls upgrade which includes solar panels on the roof, a new super-insulated ceiling using natural fibre, low energy lights, an energy display and a green events programme. The evening will feature local speakers on green issues, including Glen Peters, owner of Rhosygilwen and the largest solar farm in Wales, Brian Marks who advised the UK and Welsh governments on renewables and Cris Tomos on his successes with community owned enterprises in Cardigan and Hermon. There will be selection of stalls for funding, new initiatives, local food and renewables which should provide ideas and information to community groups and individuals. Hall committee chairman Reg Atkinson said: We are all pleased with the end result of this project and hope to see real reductions in the halls

I consider for these reasons that the proposed porch looks out of place and is significantly harmful to the character and appearance of the appeal building. The inspector acknowledged local residents had not objected to the proposal and the appellant may have received some favourable comments but said that did not mean that the proposed porch was acceptable. He said: I concluded that the retention of the porch that has been built would be harmful to the character and appearance of the appeal building and the street scene. It would therefore be in conflict with policies 76 and 78 of the joint unitary development plan for Pembrokeshire 2000-2016, which permit development only where it is well designed and were it would not have an unacceptable impact on an amenity.

energy use. Newport Memorial Hall had no insulation for its 90 years of existence. It has an unusually large floor span with only a lightweight suspended ceiling, unable to support insulating material. As heating bills rose, it became increasingly hard to keep it open in the winter months. The Welsh Sustainable Development Fund offered a grant to create a deeply insulated ceiling on new timber structures. Other funding came from various local groups as well as fundraisers including Vicky Moller and Friends of the Hall and the many whose gave generously at fund raising events. The hall committee says the work has created a wonderful hall to support its many weekly classes and activities such as ballroom dancing, Zumba and art classes as well as providing a venue for wedding receptions and parties.
