Responsibility
I. DeathOre
A. DepositsofDeathOrearethepossessionofStygiaandadministeredbythe
ChancellorsoftheLegions.
1. FindsofDeathOremaybepurchasedbyimpostwheneverdiscovered.
II. GraveGoods
A. Thecollectionandutilisingofgravegoodsforthebenefitofthewraithsofa
Necropolis,indeedevenofStygia,isanessentialadministrativetask.Tothisend
theChancellorsofeachLegionareboundtoensuretheeffectiverecording,
storageanddisbursementofanygravegoods.
B. Relicsofmilitaryorsocialfunctionareofparticularvalueandaretobeassigneda
valuecommensuratewiththeirutility.

III. NecropolisSenate
TraditionallyseatingisthreeandfourtoasideofthetablewiththeSenatorofFatesitting
atthefootandanyStygianrepresentativeatthehead.InabsenceoftheStygian
representative,theProcessionalMaceisplacedonthetableatthehead.

IV. Souls
A. BytheirDeathmarksshallanewsoulbeassignedtotheLegionsoftheSenator
thatholdsresponsibilityforthemanneroftheirdeath.
B. InthematterofunknownorunclearDeathmarks,aTribunalshallbecalled
betweenthetwoLegionsconcernedwithathirdpartyofaLegionwithnoclaim
uponthewraith.

Peacekeeping
I. TheMilitaryarmoftheLegions,commandedbytheirOverlords,areresponsibleforthe
defenceandsecurityofStygiaandallitspossessions.
A. ItistheresponsibilityofeverymilitaryCommander,fromCenturiontoOverlord,to
makedecisionsinthefieldforthegreatestbenefittoStygiaandherpossessions
B. TheDoomslayersofeachLegionhavetheresponsibilityofsortiesintothe
LabyrinthtobringtheoppositionofObliviontotheverydooroftheSpectres.
C. TheSpecialistLegionsoweobediencetotheirOverlordfirst,thentothe

II. TheAdministrativearmoftheLegions,commandedbytheirChancellors,areresponsible

III. Shadows
A. BeingthateverywraithisburdenedwithaShadowandwherecrimesagainstthe
Hierarchyarelaid,iftheactivitiesareaccordedtobecausedorexacerbatedby
theShadowthenpenaltiesaretobereducedbyonethird.Theexceptiontothisis
capitalcrimeswherethepenaltyapplieswithoutmodification.
B. Shoulditbesuspected,ordetermined,thatamilitaryorcivilianwraithcharged
withleadershiphasfallenundertheinfluenceoftheirShadow,evenifofa
temporaryduration,itisthesolemndutyoftheirimmediatesubordinateto
assumetheirroleandresponsibilitiesuntilsuchtimeasaPardonercanconfirm
theyarefreeoftheirShadowsdomination.
Oblivion
I. Inallthings,allwraithsoftheHierarchyareboundtoopposeOblivionatevery
opportunity.Whethermartialoradministrative,everyacttakenmustbeconsideredin
lightofopposingandweakeningOblivionseffects.
II. NosuccournorsupportofSpectresmaybeauthorisednorundertakenbyanymember
oftheHierarchy.

I. WhereuponawraithisgrantedrankwithintheLegions,theyarehenceforthaccordedas
