BID PROPOSAL NO. 50-00113536
Sealed bids will be received until the hour of 2:00 P.M., local time on Thursday,
July 9, 2015 in the Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, located at 200 Derbigny Street, Gretna, Louisiana, 70053,
and publicly opened upon completion of administrative tasks for the following:
The project consists of construction of a new biological trickling filter and
rehabilitation of the existing trickling filter pumping station at the Harvey
Wastewater Treatment Plant. The project consists of a base bid and two additive
alternates.
This project will be Sales Tax Free in accordance with LSA-R.S. 47:301(8) (c).
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders
must show the Bid Proposal Number on the outside of their bid envelope and on
the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond
acceptable to the owner in the amount equal to five percent (5%) of the total
amount bid, and payable without condition to the owner. If submitting a bid
online, vendors must submit an electronic bid bond through the respective
online clearinghouse bond management system(s) as indicated in the electronic
bid Solicitation on Central Auction House. No scanned paper copies of any bid
bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete set
of Contract Documents may be secured from H. Davis Cole & Associates, LLC
(HDCA), 1340 Poydras Street, Suite 1850, New Orleans, LA 70112 (PHONE
504-836-2020, FAX 504-836-2010) by licensed contractors upon receipt of
$150.00 per set. Deposit on the first set of documents furnished bona fide prime
bidders will be fully refunded upon return of documents in good condition no
later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond
guaranteeing faithful performance of the contract. Companies providing the
bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219
as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject
bids for just cause, pursuant to the law.

ADJUDICATION HEARING OFFICER
The Parish of Jefferson is soliciting Statements of Qualifications from individuals
interested in contracting with Jefferson Parish to sit as an ad hoc hearing officer
for the Bureau of Administrative Adjudication to adjudicate cases referred to the
Bureau of Administrative Adjudication on the East Bank of Jefferson Parish.
(Districts 2, 3, 4, 5).
The preferred candidate will be familiar with the Jefferson Parish Code
of Ordinances, the Jefferson Parish Department of Inspection and Code
Enforcement and the Jefferson Parish Department of Property Maintenance
Zoning and Quality of Life.
The preferred candidate will understand and have a working knowledge of the
blight and code enforcement issues surrounding neighborhoods on the East
Bank of Jefferson Parish.
The candidate must be an active member of the Louisiana State Bar Association
in good standing for a minimum of eight (8) years.
The candidate shall propose a price per case and a flat monthly amount. Payments
shall be made on a bi-weekly basis.
Average case numbers per month is 100.
The selected candidate shall not assign, transfer or subcontract, in whole or in
part, the scope of professional services underlying the ensuing agreement.
The following ranking criteria, listed in order of importance, will be used to
evaluate the submittals from each candidate:
A. Candidates qualifications (25 points);
B. Demonstrated ability to provide the required services, including past
governmental regulatory experience (25 points);
C. Demonstrated ability to respond to Jefferson Parishs needs on a timely basis,
including weekly hearings at least two dockets per week (25 points);
D. Prior Jefferson Parish work experience (10 points);
E. Familiarity with the Jefferson Parish Code of Ordinances, the Departments
of Inspection and Code Enforcement and Property Maintenance Zoning/Quality
of Life and knowledge of blight and code enforcement issues surrounding
neighborhoods on the East Bank of Jefferson Parish (10 points)
F. Parish resources required (5 points).
The most current Professional Services Questionnaire must accompany each
Qualification Statement (Revised 01/25/2011). A copy of the questionnaire
may be obtained by calling the Parish Clerks Office at (504) 364-2626. The
submitting candidate must identify all subcontractors who would assist in
providing professional services for the project. Each subcontractor shall submit
all documents and information included in questionnaire. Interested candidates

PUBLIC NOTICE
Notice is hereby given of the availability of federal funds through the Office
for Victims of Crime housed in the U.S. Department of Justice, Office of
Justice Programs. This funding is to support the provision of direct services
to victims of crime at no cost to the victims. Programs must be operated by
a public agency, a nonprofit organization or a combination of such agencies.
Priority shall be given to victims of sexual assault, spousal abuse, child abuse
and underserved populations. The Louisiana Commission on Law Enforcement
administers and allocates these funds through the Metropolitan District Law
Enforcement Planning & Actions Commission / Jefferson Parish Criminal
Justice Coordinating Council.
The total amount available to the Metropolitan District Law Enforcement
Planning and Actions Commission / Jefferson Parish Criminal Justice
Coordinating Council in FY-2014 funds is $3,332,628. All applicants are required
to provide a 20% cash or in-kind match with the following exception: a 5% cash
or in-kind match for Native American tribes/organizations on reservations.
Projects will be funded on a 12 month basis.

The Jefferson EDGE 2020
The Jefferson Parish Economic Development Commission (JEDCO) will host
a public meeting to unveil a draft of The Jefferson EDGE 2020, the long-term
economic development strategy to promote sustainability, job growth, and
investment in Jefferson Parish. During this meeting, JEDCO will seek feedback
from the public in order to further develop the plan, which will be released in
August of 2015. The meeting is open to the public and free to attend.
Over the course of its 15-year history, The EDGE has served as a road map for
the communitys development. Through the proactive efforts of stakeholders,
JEDCO, and elected officials, The EDGE has delivered game-changing
initiatives such as the development of the 500-acre Churchill Technology &
Business Park and quality of life improvements related to the beautification of
major corridors, education and Fat City redevelopment. While the objectives of
the current EDGE are largely fulfilled, the results of this plan are tangible and
ongoing.
In order to stay relevant in a consistently changing economic climate, JEDCO
has spent the last several months spearheading a new strategic planning process
to arrive at an updated, refocused Jefferson EDGE with a five-year scope
addressing the parishs most current impediments to growth as well as economic
growth opportunities. JEDCO retained GCR, Inc. to prepare the initial
framework for the plan, facilitate the planning process, and craft the ultimate
