PROGRAM
DESCRIPTION:
TheHumphreyFellowshipProgramprovidesmidcareerprofessionalsfromdesignatedcountries
aroundtheworldwithanopportunitytoenhancetheirprofessionalcapabilitiesthroughparticipationinspecialized,10
month,andnondegreeprogramsdevelopedspecificallyforsmallclustersofHumphreyFellowsatselectedU.S.universities.
TheHumphreyProgramwasinitiatedin1978tohonorthememoryandaccomplishmentsofthelateSenatorandVice
President,HubertH.Humphrey.Fellowsareselectedbasedontheirpotentialfornationalleadershipandcommitmentto
publicservice,ineitherthepublicorprivatesector.Theprogramprovidesabasisforestablishinglonglastingproductive
partnershipsandrelationshipsbetweencitizensoftheUnitedStatesandtheirprofessionalcounterpartsinothercountries,
fosteringanexchangeofknowledgeandmutualunderstandingthroughouttheworld.
FundingfortheHumphreyProgramisprovidedbytheU.S.GovernmentthroughtheUnitedStatesDepartmentofStateand
othercosponsors.TheInstituteofInternationalEducation(IIE)collaborateswiththeStateDepartment'sBureauof
EducationalandCulturalAffairsinadministeringtheprogram.ThetypesofuniversityprogramsarrangedforHumphrey
Fellowsdepartfromatraditionaldisciplineorientedfocusandhaveaproblemsolvingandexperiencesharingemphasis.
Theprogramsarenotdegreerelatedoraimedatprovidingscholarlypreparationorbasictraininginafield.Theobjectiveis
toprovideHumphreyFellowswithanoverallexperiencethatbroadenstheirperspectives,enhancestheircapabilityto
assumegreatercareerresponsibilities,andprovidesopportunitiestoestablishusefulprofessionalcontacts.Toaccomplish
theseobjectives,programsaredesignedtoincludevariouscombinationsofcoursework,independentprojects,internships,
consultationswithU.S.facultyorexperts,fieldtrips,andspecialseminars.Undertheguidanceofadesignatedfaculty
advisororcoordinator,Fellowsplanprogramsthatbestsuittheirindividualcareerdevelopmentneeds.
DURATION
OF
GRANT:
TheprogramarrangedforHumphreyFellowsextendsfromAugustorearlySeptembertothe
followingJune.ApplicantswhoneedadditionalEnglishtrainingmayberequiredtoarriveintheUnitedStatesasearlyas
Aprilforintensivelanguagestudybeforebeginningtheirregularuniversityprogram.Candidatesmustbeabletoparticipate
inthefullperiodoftheEnglishand/oruniversityprograms.
NONDEGREE
STATUS:
TheprogramdesignedforHumphreyFellowsdoesnotresultintheawardingofadegree.While
Fellowsareabletoenrollincoursesrelevanttotheirprofessionalinterests,the
Humphrey
Program
is
not
appropriate
for

those
who
wish
to
concentrate
on
academic
work
required
for
a
U.S.
degree.
HumphreyFellowsspendaconsiderable
portionoftheirtimeengagedinoffcampusactivitiessuchasinternships,fieldtrips,workshops,andspecialprojectsthat
givethempracticalexperienceintheirprofessionalfields.Fellowswhosuccessfullycompletetheprogramareawardeda
CertificateofParticipation.
FINANCIAL
PROVISIONS:TheHumphreyFellowshipprovidesamonthlymaintenanceallowance,abookandsupplies
allowance,tuitionandfeeswhenapplicable,roundtripinternationaltraveltothehostinstitution(andtotheFellows
Englishlanguagetrainingprogramwhenapplicable)anddomestictraveltoWashington,D.C.foraspecialseminar.
Supplementaryfundsareprovidedforprofessionalactivitiessuchasfieldtripsorattendanceatconferences.Humphrey

Fellowships
are
not
renewable.


HumphreyFellowsshouldplantobringwiththemsomepersonalfundstocoverincidentalexpensesnotcoveredinthe
grant.Humphrey
Fellowships
do
not
include
funds
for
dependents
(family
members).
HumphreyFellowsareresponsible
forprovidingtravel,insurance,andfinancialsupportforanydependentsaccompanyingthemintheUnitedStates.Please
notethatEnglishandorientationcenterscannotaccommodatedependents.Therefore,dependentsshouldnotarriveinthe
UnitedStatesuntiltheFellowsaresettledintheiracademicyearprogramsandhavesecuredhousing(atleast30daysafter
theFellowsarrival)atthehostcampus.

interestatU.S.universitiesspeciallydesignatedtohostagroupofHumphreyFellows.IIE,therefore,isnotabletomake
placementsatspecificuniversitiesrequestedbycandidates,ortoawardfellowshipsenablingcandidatestoattendaU.S.
universityonthebasisthattheyhavealreadybeenadmitted.Candidates
should
not
apply
directly
to
U.S.
institutions.
