Targeting gaps in the needs of Strathmore residents regarding social services was part of Strathmore Town Councils request for a needs assessment. They want to help
Strathmore FCSS address gaps in service for local residents.
Erica Thomas and Doug Lagore from Transitional Solutions were commissioned for a needs assessment study and
summarized the draft process and outcomes at the July 20
Town council meeting.
I think this is a really, really wonderful place to start,
said Coun. Denise Peterson. We recognize that our Strathmore FCSS is a new entity, a new entity embarking on a
new venture. There are many things that are to be discovered yet. One of the things that I would like to focus on,
from a council perspective, in our role, is to work through
our current human resources realignment with FCSS, to do
visioning around this and in the future.
It is an important element in our community and our
community depends on it more and more all the time.
The consultants conducted community consultations, an
open house, agency and council workshops, monitored
social media and did interviews to gather information for
the assessment. They assembled a list of services currently
available in the community. Per councils direction, FCSS
compared current services to that of another municipality.
They chose Okotoks as it is of comparable size and they
had access to the necessary information.
Some of the concerns in the report, pinpointed by FCSS
in their explorations and comparisons, were: transportation
needs for youth, low income families and seniors, family
wellbeing initiatives, services for broken families and affordable housing.
One of the things that needs to be understood in this
report is what the FCSS can fund and what they cannot,
said Thomas.
She said recreation, entertainment and sports activities
should not be supported with FCSS grants. The rationalization is when FCSS organizes events, a lot of human resources are needed for the events success and that events should
be redirected to a town or community resource. However,
she said the act has some grey areas, as events could be
seen as supporting larger community issues.
My question to council is what do you want your FCSS
resources to focus on? said Thomas.
Direct assistance such as money, food, clothing or shelter
to sustain a person or family was not encouraged. Requests
for rehabilitative, therapeutic or crisis management services
should be directed to other services in the community that
have this expertise. Services offered by other levels of government should not be duplicated and no money should be
directed at purchase, construction or renovation of buildings and facilities.

Thomas suggested event type activities
were not included under grant money allocations, but council could still choose to
fund the event in other ways.
The biggest issue is some areas are pretty cut and clear, but there are a lot of areas that are grey and up for interpretation.
There can be a mix of appropriate reasoning that can fund a program or appropriate reasoning not to fund a program, said
Thomas.
Lagore said pushing the boundaries to
see what is accepted may not be penalized
by the government.
Pederson said it seems the Act is allowing
council discretion in setting parameters for
use of the funding.
Coun. Bob Sobol took exception to the
flexible parameters, and felt the FCSS funding allocations were clearly stated as short
term support for community initiatives and
should be used to assist organizations to
find other long term solutions.
I dont see that as a grey area. I see that
as a very black and white area, said Sobol. It seems to me we cant have it both
ways. Personnel are looking for direction
and clear direction. We are telling them
they can push boundaries and ask for forgiveness after. I find it unfair and question
where we are heading with this. I dont see
as many grey areas as everyone else.
He said initiatives the Strathmore FCSS
are currently doing address the needs of
the community and partnerships.
Our FCSS is, for the most part, following
the rules and regulations they have been
given. They are smack right in the middle
of what they are supposed to be doing,
said Sobol.
Coun. Peterson said there were gaps in
the initial reorganization after Wheatland
and Strathmore FCSS split, and this report
can be part of addressing the gaps in that
process. Sobol acknowledged the report
has valuable information to evaluate needs.
The report outlined the top social issues
facing Strathmore: addiction, lack of transportation, poverty, lack of communication
to the public of available social programs,
family issues such as violence, parenting
skills and generational gaps.
Thomas said the lack of communication
was a new issue that came about when the
Strathmore FCSS was started. She suggested they work with Wheatland FCSS in their
monthly interagency meetings or take new
initiatives to improve communication.
Priority areas were transportation, housing, one-stop-shop for social services, family support in crisis situations, parenting
skills and intervention, poverty and unemployment.
Thomas suggested a needs gap analysis
be done and an implementation plan developed. Lagore said an affordable housing
study should be done as the last one was
done nine years ago. The draft will be given
a final modification with councils input and
made available for their use in the future.

Need for new boundary bylaw

Wheatland County staff is finding
some surprises, as they review information from past county councils.
Gerry Melenka, planning manager
for Wheatland County, said staff found
one significant omission that needs to
be addressed through a new bylaw.
Evidently, hamlet boundaries were
never historically defined and passed
by past councils. This is now required
by the Municipal Government Act. Me-
lenka said there are about 1,500 properties in Wheatland County that will
be affected by possible hamlet boundary regulations or re-designation. He
said the planning department is trying to align boundaries and develop
a master bylaw that will apply to all
hamlets.
There is no clear process on creating boundaries, said Melenka. It is a
bit of fuzzy math.
Letters were sent to all landowners
affected by the boundary issue, resulting in about 200 calls, visits and
emails to the planning department. Information was clarified and 95 to 98
per cent of the inquiries have been addressed. The department has received
no indication that landowners have
a problem with the process. He said
staff will be working closely with the
landowners to realign the boundaries
and property designations in the easiest way possible.
There are a lot of moving pieces in
this puzzle and we are trying to do the
best we can for them [land owners] in
this process, said Melenka.

Young local wins agricultural
speech competition

This November, young local Aleri Swalwell is set to vie for a prestigious placing in the Canadian Young Speakers
for Agriculture (CYSA) competition in
Toronto after winning first place in Albertas junior division.
Swalwell entered the Alberta Young
Speakers for Agriculture public speaking event at the Calgary Stampede on
July 13, winning first place.
The contest in Alberta is open to anyone between the ages of 11 and 24,
and allows for each prepared speech
to be between five and seven minutes
long.
Swalwell lives on an acreage near Gleichen, which she felt had helped her to
understand and relate to the effects of
Bill 6. Living in the country has also
given Swalwell the opportunity to raise
sheep and chickens, and be a member
of the cross-Canada agriculture program 4-H, which helped to season her
in public speaking and gave her the information to register.

in the CYSA along with young farm
enthusiasts from across the country,
Swalwell said she is excited to compete
again and for the prospect of more
prize money.
It is great that [Alberta] has started
these events because so many people
in Canada are not connected with agriculture and every opportunity to speak
about farming helps a bit, she said.

Fule for Thought
We had to put our 16 year old dog Brodie to sleep
in June. If anyone would have told me how painful
it would be, Id never have believed them. To have
a family companion like our brown and white little
furball, was a great experience.
He had a patch over one eye, and he was (as the
kids say) the most chill dog you could ever want.
We picked him because the breeder told me shed
call us whenever she had a quiet pup. Quiet?
When all his brothers and sisters were yipping,
yapping, and climbing over each other, Brodie
crawled back into his kennel, to escape them!
Thats the dog for us, we exclaimed, and we took
him home. That first night, he whined in his kennel
next to our bed, and literally, all Debbie did, was pet
him through the door and soothe him. He stopped
whining and went to sleep for the whole night!
He never lasted long in the kennel, and he was an
easy dog to house train. We put a wind chime on the
patio door knob, and every time we took him out,
we used his paw to ring the bell. Within no time, he
had us trained! He would walk to the chimes, bat
them with his paw, look back, and wait. Then hed
do his job (he did not care for being an outdoor
dog), and slam against the door, looking to get back
inside.
He loved our kids, but in a different way. He
seemed to favour Brennen the most, and always
went to him. Breanne would try her hardest to win
him over, but Brennen was his Alpha, I guess. I told
her, that to Brodie, she was another puppy, on his
level, so he really was her little brother. Each night
the kids alternated with Brodie on their beds. Breanne was always stressed on Sunday nights, as the
school week loomed ahead. So in typical sibling
bargaining, she gave Brennen two nights with Brodie, so she could always have him Sunday nights. I
can just imagine all the worries, hopes, and dreams
that both kids told Brodie at bedtime. Dogs are good
listeners.
Anyone who ever came to our house was Brodies
friend. In no time, hed hop on the couch, and nestle
next to the new person. I dont know if he thought
he was welcoming them, or he just loved people, but
he was our welcome wagon.
In fact, one of our friends, Sheldon even poured
Brode a little beer for him in his dog dish. Brodie
was really one of the boys!
I always took him for odd jobs like recycling. In
the van, hed ride on the console, and watch the
world go by. In my Ranger truck, Id leave him with
the AC on, and hed sit comfortably on its console.
Each time I came out, hed be in the very back, waiting patiently for my return. It took me a few times
to realize that each time he sat there, hed go too far
back, the console would flip up and launch him
into the back!
Speaking of Brodie being launched, once when
we were at Debs parents place, we went to a pub,
and they dog sat. When we entered the house, he
leaped off the bed to run and meet us at the top of
the stairs. He wasnt counting on my mother-in-laws
bra on the door knob! He hit it like a slingshot and
with a rawr, the bra flung him back into the room!
In the last couple of years, as he aged, he really
came to love Debbie. Hed lie at the bottom of the
stairs so he could be with me in the family room, but
always know where she was.
Often, hed leave me to lie next to her in her office.
In fact, he liked to be right under her feet on his bed.
Then when he was sure she was headed to bed, hed
go up his dog stairs, and wait for her on our bed! He
was quite the guy.
Having had a couple of heart attacks in front of
us, we took our old friend to the vet each day for a
week to try and save him. When he stopped eating,
and had to be force fed yogurt, we knew it was time.
The family gathered together for last snuggles, last
photos, and last I love yous.
In fact, theres a photo with Deb where Brodie is
snuggled right into her shoulder. He looks so weak,
but its like hes looking for help, that it was all too
much. The end was peaceful with everyone around
him, and Debbie held his paw til he was gone. To us,
he was a family member, and we miss him every day.

The Rosebud Chamber Music Festival (RCMF) opened its fourth season on
July 25, with a Music Reading Party in the Haskayne-Kenney Mercantile.

Wheatland draft Land Use Bylaw released

The draft of the new Land Use Bylaw (LUB) for
Wheatland County was posted on their website
July 4 for public viewing. The draft outlines rules,
regulations and use of properties and buildings
within Wheatland County.
This is a lead-in to activity in months to come,
said Gerry Melenka, planning manager for Wheatland County. The draft can be seen on the County
website (wheatlandcounty.ca).
The draft outlines permitted and discretionary
uses for each category of land use. The various
guidelines for the many direct control areas are
also included.
One key goal in rewriting the draft Land Use Bylaw was to design it with a concise, stream-lined
format that would make it easier for ratepayers
and developers to use. Utilizing plain language
throughout the document was also a key focus
when preparing the LUB, said Melenka
There is clarification for situations that developed
over the years in council, since the last LUB. Some
of the additions include new district designations.
For instance, a new Hamlet Mixed-Use District is
proposed to allow for a greater range of live/work
options within hamlets, such as residential units
located above a ground floor retail shop; a new
Rural Business District is proposed to allow for
rural business pursuits outside of hamlets, such
as farmers markets, fruit wineries and other businesses that fit within an agricultural setting; a new
Parks and Recreation District is proposed, which
will replace the current Recreational District and
provide more open space opportunities.
Some districts were removed, such as the Agriculture Small Holding District, due in part to challenges implementing its requirement with respect
to conflicting land uses and business plans.
In the current LUB, there are three hamlet residential districts. The county is proposing to simplify
this by merging all three hamlet residential districts into the existing land use district of Hamlet
Residential General District. This does not impact
taxes and the uses are largely the same. The only
major change in this alignment is that manufactured homes will no longer be allowed within this
district. Existing manufactured homes would be
grandfathered and therefore will not be affected.
The Waste-Solid Waste Management District and
the Waste-Waste Transfer Site District are proposed
to be merged into a new Public Utility District for
all parcels in the county used for public utilities,
infrastructure and essential public services.
The Highway Corridor Overlay is proposed to
be removed. Elements within this overlay will be
moved and expanded upon within the rules and
regulations of the LUB and specific commercial
and industrial districts.
Regulations are streamlined. An example would
be grain bins and silos that no longer require a development permit in the draft LUB. The intent is to
make it easier for the farming community through
this proposed change. The draft LUB is also proposing garden suites within most residential land
use districts, which will allow for aging parents to
live with their children, adult children to stay with
their parents or rental opportunities for additional
revenue streams.
Some aspects of Animal Unit requirements were
eliminated.
Regardless of your parcel size, the draft Land Use
Bylaw is proposing to eliminate the arbitrary limits
controlling how many farm animals one can have
on their parcel outside of hamlets, said Melenka.
Staff worked with the SPCA and other stakeholders when considering the removal of animal unit
controls.
Alternative energy was addressed through eased
regulations for solar panels and solar farms, i.e
the shift of solar panels from a discretionary to
permitted use in many districts, making it easier
for landowners to generate their own power. Solar
farms are also proposed as a form of mass power
generation in the county, given the changing economic realities of power generation and the focus
on clean energy.
Some things remain the same. In the draft LUB,
Wheatland County would be required to follow
the same process for planning and development
applications, as all county ratepayers.
This will ensure accountability, transparency
and ensure ratepayers who may be impacted by
a county-led project have an opportunity to be
heard, said Melenka.
There were clarifications on medical marijuana
facilities and signage as well.
Melenka said the document pays attention to
some of the new initiatives put forward by the
new Municipal Government Act and cleans up
other areas that were not addressed by the old
bylaw.
Public hearings are tentatively scheduled for fall
and may run interspersed or currently with Area
Structure Plan (ASP) reviews.
Over the past 18 months the planning and development department hosted four open houses
across the county, provided social media updates
via Facebook, Twitter and the county website,
conducted two online surveys, sent a letter to all
ratepayers in the 2016 tax notices and posted notices via info boards in each of the countys hamlets, said Melenka.
The public engagement was far-reaching and extensive to ensure the countys ratepayers had an
opportunity to provide input and be informed of
the proposed changes in the draft Land Use Bylaw. There were also multiple meetings with key
external stakeholder groups, as well as internal
departments to help create the document.
The draft LUB was given first reading in council
on July 19. A public hearing is scheduled for Sept.
20 at which time staff will present the draft LUB
to the public and council for approval.
The next ASP public hearing is for Rosebud and
is scheduled for Aug. 16 at 1 p.m. in Wheatland
County council chambers.

INVOLVED IN PROTESTS LIKE
BLACK LIVES MATTER?
Many Christians believe that
the world is so mixed-up that
Christians should essentially give
up any efforts to do good in the
world and limit their interests to a
future eternity in heaven. Many are
worried that efforts to improve life
in this world will result in a social
gospel that ignores the spiritual
and eternal dimensions of the true
Christian message.
To them, involvement with public
protests is merely secular politics
and falls radically short of the
higher interest in the salvation of
souls. That concern did not hinder
the church in the past. Historically,
Christians have seen the gospel
message has having implications
that must work out in this present
world.
The Christian gospel has
significance in life now and in the
future. It also has benefit to the
believer and the world. Admittedly
there have been failures, but the
church has embraced the bibles
teaching to do good to everyone
(Gal. 6: 10) and to be ready for
every good work (Tit. 3: 1). In
the realm of what might be seen
as political the church is to be
a prophetic voice in the world.
They are to do justice, and to love
kindness and walk humbly with
[their] God (Mic. 6:8).

behavior by some should not stop

even as our country becomes

emphasize their desire to be integrated as a Canadian and family member,
and mentioned that they came to learn
more than English.
Jane Ho, a 17-year-old student from
Hong Kong, calls her homestay caregiver, Lindsay Mullins, Mom, and really
appreciates the familial dynamic she
has had while living with them away
from her own family.
Jane said I feel like Im part of the family, and the other students spoke about
how they have fostered strong connections with their homestay parents and
the children they live with.
Ive never had any brothers. I have two
sisters who are my age, so having two
little kids, Im going to miss how they
grow up and thats really hard for me,
said Rosalia Prez Lorenzo, a 17-yearold from Spain, who is currently living
with Christine and Stewart Scott.
When looking for homestay families,
the students hope to find people who
are interested in sharing their culture,
learning from their students culture
and developing good communication
skills. They shared intimate memories
of spending holidays together, such as
Christmas and Halloween, and celebrating their birthdays together.
If you want to learn English, just go to
an international school wherever you
are. You come here [for the] experience, said Reuben Shiu, a 17-year-old
from Hong Kong who is living under
the care of Alice and Leonard Le Cerf.
A homestay is not meant to be a hotelstyle bed and breakfast; it is a home
where a student is welcomed as a part
of a Canadian family. Natally Escandon,
an 18-year-old from Mexico, shared
how much this is of value to her.
If you really want to know what Canadians do or how they
live, what they eat or where they go or what they do to
spend time, I think the best way is to just go to homestay,
she said.
In addition to their homestays, the students are excited by
the school-related opportunities that are not offered in their
home countries, such as joining sports teams and enrolling
in optional courses such as photography, dance, construction and leadership.
James Yu, an 18-year-old from The Republic of Korea said:
Tons of international kids come to this little town. Im so
lucky to be here to study.
Yu has been living in Canada within GHSDs International
program for approximately five years.

County looks
for utility savings

In these tough economic times,
Wheatland County staff is actively look
at savings for county services. One initiative is a re-evaluation of Wheatland
County utility providers.
Dave Churchill, general manager of
transportation and infrastructure with
the county, presented Wheatland County council with a cost-saving solution
to their electric and natural gas energy
needs for 2018-2020.
Churchill said Albertas Bill 20: Climate Leadership Implementation Act
will increase costs by $12,800 in 2017
and $19,000 in 2018 and beyond. He
suggested securing a wholesale energy
market trader to negotiate best rates for
a five-year period. Staff said there could
be as much as $60,000 savings per year
on electric costs.
It is time for us to look at this, said
Churchill. Our current contract expires
in 2018.
Staff recommended Energy Associates International (EAI) be given the
contract.
Councillor Ben Armstrong commented that no alternative solutions had
been presented to Council, but staff assured him they had researched the various companies and EAI offered the best
deal for services provided.
When asked if the countys plan to
set up solar energy collection in the
future would provide a problem with
EAI, staff replied that it would not be
a problem.
On the recommendation by staff,
council approved to retain EAI to manage their energy procurement, with all
services to be provided by the company
for a two per cent fee on the countys
energy consumption rate.

VILLAGE OF STANDARD
ENVIRONMENTAL PROTECTION AND ENHANCEMENT ACT
NOTICE OF APPLICATION
In accordance with the Environmental Protection and Enhancement Act (EPEA) the Village of Standard has applied for an amendment to EPEA Approval
No. 1374-03-00 (the EPEA Approval) for the Villages waterworks system.
The waterworks system currently consists of a surface water supply from the Western Irrigation District, a raw water storage reservoir, a water
treatment plant that treats water in accordance with Environment and Parks current requirements for potable water treatment and a water distribution
system serving the Village of Standard.
The application requests that the water distribution system be removed from the EPEA Approval. The application explains that the EPEA Approval for
the Standard waterworks system, without the Village of Standard water distribution system, is to be transferred to the Wheatland Regional Corporation,
which is a collaboration of Villages of Hussar, Rockyford and Standard and Wheatland County. The application explains that the Village of Standard water
distribution system would be regulated and operate under an EPEA registration that the Village of Standard has also applied for.
The application requests the EPEA Approval be amended to allow the Village to construct and operate a new 7.1 km long raw water pipeline from a
new off stream storage reservoir for surface water obtained from the Western Irrigation District in the NW 30 24 22 W4M. The application also requests
approval to construct a new 34.5 kilometre potable water transmission main that would supply a maximum of 626 cubic meters of water per day from
the Village of Standard water treatment plant to the Hamlet of Gleichen.

Staff Sergeant Kevin Maguire appeared at the Town of Strathmore
council meeting on July 20, to formally
introduce himself to council.
I thought I would come and say
hello and introduce myself to you,
said Maguire.
Maguire and his family moved to
Strathmore in July and they are gradually getting oriented. He said they
were happy to come to Strathmore. He
invited council to visit at the office and
present him with their concerns. He
looked forward to the reporting the
good efforts of his staff, and developing a good working relationship with
council and the public in Strathmore.
We are looking forward to a relationship, spending time with you and
bringing forward some of the issues of
our citizens, said Mayor Michael Ell.
Maguire said his management philosophy is for officers to interact with
the public.
We are a part of the community and
they and they are part of us, said Maguire.

Canada turns 150 years old next
year, and municipalities and organizations are starting to plan for celebrations.
As you are aware, next year is
Canadas 150th anniversary and we
would like to bring together a commit-
tee from the community to plan some
events, said Tracey Simpson, Town of
Strathmore recreation manager.
Bylaw 16-11 was put forward to appoint a Canada 150 committee and
Coun. Bob Sobol and Coun. Pat Fule
were appointed to represent council.
Two members from the Canadian Badlands board will also be approached to
sit on the committee. Council gave the
bylaw third and final reading.
Moving forward, the committees
goal will be to consult with the community to fundraise and plan events
and projects that reflect the interests
and expectations of the Strathmore
community.
One funding source available to
Canadians is the federal Canada 150
Fund. It is currently accepting submissions by Canadian not-for-profit
organizations, corporations, trusts, cooperatives and unincorporated associations; business corporations, partnerships, trusts and joint ventures where
projects are non-commercial in nature;
schools; and municipal governments
and their institutions. Submissions
must be for funding under $50,000.

If the poles were just relocated, the

Trail. The town agreed to pick up a
reduced tab now for $64,187.47.
The money will come from the financial stabilization fund and some
money is expected from the developer.
ADDITIONAL CEMETERY
COLUMBARIUM APPROVED
On July 20, Strathmore Town Council approved the purchase of a matching columbarium for the Strathmore
graveyard.
There is a shortage of spaces in the
existing columbarium, said Jennifer
Sawatzky with the town. There are
only three spaces left.
She said considering the space
graves take up, as well as offering an
alternative choice to residents, this
would be a good investment at this
time. The cost would be $20,715 plus
GST, with $6,000 for a connecting decorative iron arch.
A columbarium niche sells for between $1,700 and $2,100. Each columbarium has 36 niches. Revenue for the
sale of the spaces is $68,400, leaving a
profit of $48,685.
The Town is looking to take over
sales, maintenance of the columbarium that is now done by Wheatland
Funeral Homes.

Concerns from county residents regarding
speeding traffic near the Hamlet of Namaka
were brought forward by County Coun. Rex
Harwood at the July 19 Wheatland County
council meeting.
I had asked about installing speed bumps
in Namaka, but was informed by staff that because that road was cold mix asphalt that the
road wouldnt be able to hold them in place
properly, said Harwood. I met with staff in
Namaka to have a look at the situation and I
asked them to come back with a recommendation.
According to Wheatland County general
manager of transportation and infrastructure
Dave Churchill, County peace officers took a
look at the situation.
Officers were concerned about public perception, that we were setting up a speed trap
to generate money, he said. This is not a
money generating issue. It is a safety issue.
Churchill brought up the issue of children
playing, dog walkers, pedestrians and bicyclists using the road.
Coun. Ben Armstrong said it is up to people
utilizing major roadways to be aware of their
surroundings and they travel at their own
risk.
It was discussed that yield signs at the intersections of the north-south RR 243 and Cheadle and Namaka Drive could be swapped for
stop signs. It was felt this would slow traffic
coming down the hill, as vehicles would have
to brake to stop.
A stop sign should be better than speed
bumps, because they have to slow down and
stop. This is the immediate solution; if we
need to do more we will. I just hope people
slow down in Namaka and we will be monitoring the intersection, said Harwood.
The motion for stop signs was approved,
but a motion for a speed limit reduction was
defeated.

organizers, this years rodeo was a huge success.

It was a successful weekend as around 400
competitors came out to showcase their skills at
the 59th Annual Rockyford Lions and Ag Society
Rodeo July 22-24.
As mayor of our community it makes me
proud to see that size of event take place in
our community, said Darcy Burke, Rockyfords
mayor. It certainly promotes our rural heritage
and the grassroots throughout Alberta in a way
that is really dear to rural Alberta.
The slack events took place on July 22 when
a number of overflow competitors showed what
they are made of. The Saturday started off with
a free pancake breakfast followed by a parade,
both of which were well attended, according to
Burke.
There were a number of events showcased
during the weekend, such as calf roping, barrel racing and steer wrestling, with many of the
events broken into different age groups.
Sundays rodeo had slightly fewer attendees
than the Saturday show, but the event had a rise
in revenues from last years event despite not
raising the entrance fee.
This year the gate was up a little bit from
last year, said Warren Kalbhen, arena manager. Thats pretty good because we are going
through a recession right now and the Calgary
Stampede dropped a bit on their attendance. So
if we maintain or go up then that is good for
sure.
Kalbhen also said it was a good event as no
animal or contestant was badly injured.
Reds edge Outlaws
The bats were swinging as the Strathmore Reds bantam double-A team
defeated the Okotoks Outlaws Orange 9-8 on July 23 at Kinsmen Park.
The Reds went on to defeat the Camrose Cougars 5-4 later that evening
before hammering the Parkland Twins 16-6 the following day. The Reds
finished the regular season with a record of 18-1-1 in Tier 1.

Strathmore Community Football Association looks for Plan B

At the July 20 Strathmore Town council meeting, an application for funding
by the Strathmore Community Football
Association (SCFA), in the second round
of the Town of Strathmore Community
Investment Fund (CIF) allocations, was
recommended to be turned down.
The association was looking for
$15,000 worth of funding to assist with
change room rentals and the purchase
of new helmets for the players. The
association was willing to fundraise a
matching amount by approaching businesses for donations and selling MVP
cards.
The SCFA overall season costs are
$48,500. The team draws crowds of between 200 and 750 people to the games
and is completely run by volunteer labour, including the coach and trainers.
Carl Seafoot, SCFA president, said in
the past they have had good support
for the sport from the community and
businesses, but lately it is harder to secure donations.
The association has increased costs
that are getting harder to meet. Rental for change rooms has increased
$12,000 in the last year and they have
had to cover additional costs for many
incurred expenses, like a new scoreboard, rental of storage for equipment
and the purchase of new jerseys.
Seafoot said many local businesses
are routing funding requests through
corporate offices and it is harder to
tackle the barriers. He said the team
doesnt like to pester the community
for donations, and when the town suggested they apply for money, the association agreed it was a good idea.
He said that on every game and road
trip the players, coaches, fans and sponsors are ambassadors for Strathmore.
We are out there waving the flag,
said Seafoot.
In the SCFAs application they stated:
Players from Strathmore have participated in provincial All Star teams,
junior teams in western Canada, and
university teams in Nova Scotia. Local
awards and league awards have been
presented and earned.
The team advocates the games also
contribute to local businesses, when
patrons and players attend the games.
The CIF committee complimented
the SCFA as an excellent community
organization, but felt the application
didnt meet the vision and mandate for
the funding program.
The committee response was: While
these key criteria are important, the
committee felt that the application
lacked the ability to demonstrate the
ability to enhance Strathmores reputation as an eventful town, the ability
to demonstrate a definitive economic
impact on the local economies and the
celebration of a significant landmark
in the Strathmore environment, history, cultural identity and or diversity,
all key criteria markers for large scale
funding.
Tracey Simpson, who presented the
committees decision to Town council,
said the committee directed SCFA to
other funding sources and encouraged
them to reapply if they had a special
event in the season that might better
qualify.
I really think it is high time that we
start to look to this committee when
it comes to funding given out by this
council. We have seen over the years
that its looked at as being pretty easy
to get, and money was given out here,
there and everywhere else. I think we
should look towards the recommendations of the committee and this is one
good example here, said Town Coun.

Seafoot said the association hadnt
received a letter or heard back from
anyone on the committee, or had notification of their decision prior to the
council meeting on July 20.
I guess I can see both sides of the
coin, said Seafoot. It will make us
scramble some, clamp down on some
expenditures, game day promotional
and highlighting the experience activities. We had/have some large financial outlays with our move/relocation and subsequent augmentations to
the CMJHS [Crowther Memorial Junior
High School] venue.
We will have to put our heads together and come up with some other
solutions. We may reapply and we will
try to strengthen our application, if we
decide to reapply again.
Sponsors for the team have some real
opportunities for advertising. Sponsor
logos display on the website, game day
flyers, and at the annual wind-up and
awards banquet. Donors can be members of the Strathmore Badgers sponsor
board, giving them game day exposure
at home games. The sponsor boards
are set at various locations around the
playing field on game day.
Seafoot said sports teams support
and develop youth and get families involved in the Strathmore community.
He said he is not sure how they compare arts and events with sports for
funding, but he noted sports and artistic events draw different types of clientele, and there should be support for all
types of interests in Strathmore.

Frederick, beloved husband of Janis
of Strathmore, Alberta, passed away on Saturday,
July 23, 2016 at the age of 64 years.
Beloved husband, father, grandfather, punster, enthusiastic amateur troubadour, and bustling inspiration
of joie de vivre, Fred Clark passed away peacefully on
July 23, 2016, surrounded by his family and friends.
Fred was passionate about his love for family, faith,
friends, work, and volunteer involvements. He could
often be found singing loudly, cracking jokes, or
dancing about. Fred is and will be greatly missed.
He is survived by his wife of 39 years, Janis (ne Anderson); his children Johnathan (Stephanie), Catherine Jones (Christofer), James (Linda), Jeffrey (Robin),
Christina, and Jeremy; and his 10 grandchildren. A
public viewing will be held at 12 noon followed by funeral services at 1 p.m. on Saturday, July 30th at The
Church of Jesus Christ of Latter-Day Saints, (60 Maplewood Dr, Strathmore, Alberta). Graveside Services
