DEMARCATION BETWEEN CORPORATE OFFICE

PROJECT PURCHASES

Contracts-(E&M) Division of the Corporate Office and the


Procurement Wings of Projects have a vital role to play in the timely
execution of construction programmes of the Corporation, in the most
economical manner. Till the year 1980, Delegation of Financial Powers
was the sole guiding factor in deciding as to whether the responsibility to
procure a specific equipment/material vests with the Contracts-(E&M)
Division of the Corporate Office or the Procurement Wings of concerned
projects. Subsequently, the following factors have also been considered in
this regard :

a) Technical intricacies of equipments/materials.

b) Extent of common use, among various projects of


NHPC.

c) Criticality of the Plant & Machinery, in regard to the


timely commissioning of a project.

d) Economy, likely to be achieved by pooling up


requirements of various projects and effecting
procurement in bulk.

2.0 Relieving the executives of projects of their responsibilities in regard


to procurement functions to the extent possible, besides adoption of a more
effective and effective and efficient procurement system were considered

essential. Basic objective of this is to facilitate executives of projects in


devoting better attention and more time on engineering and construction
fronts. Thus, various equipments/materials have been demarcated for
procurement among the Contracts-(E&M) Division of the Corporate
Office and Procurement Wings of respective projects of NHPC.

3.0 Following categories of equipments/materials are accordingly


earmarked for procurement by the Contracts-(E&M) Division of the
Corporate Office:

A) Capital Electro-Mechanical equipment and systems,


which are required to be installed on a permanent basis
for the initial setting up as well as subsequent Operation
& Maintenance of Hydroelectric Power Plants and
associated switchyards.

B) Capital Electro-Mechanical equipment and systems,


which are required to be installed on a permanent basis
in regard to Renovation, Modernisation & Upgradation
of Hydroelectric Power Stations and associated
switchyards.

C) Gates and Hoists for Spillways, Penstocks, Intakes,


Sluices and for other major structures of Hydroelectric
Power Projects.

D) All items, needed by the Corporate Office except


Books, Journals/ Periodicals for use in the Central
Library.

E) All items of inter-projects network communications


including VSAT.

F) Following Plant & Machinery and Earth-moving


equipments as per Circular No. CS/A/79 Dated
22.03.2004 issued by Company Secretariat :

i) Excavators Shovel/Drag Line/Backhoe /Clamshell


etc.

ii) Loaders Traxcavator/Wheel Loader/Loader


cum Excavator

iii) Haulers Bottom Dumper/Rear Dumpers, Tipper


etc.

iv) Dozers Crawler/Wheeled/Snow Blower

Equipment and
Machinery

4.0 Besides the above, the Contracts-(E&M) Division of the Corporate


Office shall render necessary support services to all projects of NHPC, on
receipt of specific requests from the concerned Heads of Projects, in regard
to procurement of any other equipments/materials.

2.0 All other equipments/materials, which do not find a specific


mention in the above paras, fall within the scope of procurement by the
Procurement Wings of respective projects.

3.0 Procurement Wings of respective projects may enter into


Rate/Running Contracts with manufacturers/vendors, in regard to items of
Procurement Manual Chapter - 5

recurring requirements, subject to the condition that such items do not


appear in the list of equipments/materials earmarked for procurement by
the Contracts-(E&M) Division of the Corporate Office. Further,
Procurement Wings of respective projects shall register/enlist
suppliers/vendors, in regard to supply of equipments/materials, which fall
within their scope of procurement.
