Prince Henry and Falstaff are conversing. Falstaff asks Henry what time it is, but Henry accuses Falstaff of being too drunk and lazy to know the time. Falstaff says as thieves they operate at night, and hopes when Henry becomes king he won't condemn those who work at night. Falstaff asks Henry to give them fancy titles like "servants of the moon goddess Diana" so they seem respectable, as they are governed by the moon like the tides as they steal under its light.
