Prince Henry and Falstaff discuss Falstaff's debts from drinking and spending time in taverns. Falstaff admits that Prince Henry has paid all of his debts by himself in the past. They joke about whether there will still be hangings of thieves when Prince Henry becomes king. Prince Henry tells Falstaff that as king he will in fact have Falstaff hang thieves, making him a hangman. Falstaff accepts this, saying that being a hangman suits his personality as well as hanging around the royal court.
