The six existing jails in Delhi are overcrowded, housing about 12700 prisoners despite a sanctioned capacity of only 3637. Efforts are being made to reduce overcrowding by constructing new jails. Plans are in place to construct five new jails including at Rohini, Mandoli, Narela, Mehrauli and Pappankala which would increase total capacity to 14,819 prisoners. XXIX. JAIL

The existing six Central Jails in Delhi are presently highly


overpopulated. There is a sanctioned capacity of 3637 prisoners but about 12700
prisoners are lodged. On an average about 800-900 prisoners go to attend various
courts everyday. About 200 prisoners are newly admitted and about the same number
are released. Thus, in a year about 50000-60000 prisoners visit the six prisons. The six
prisons are full of various activities including adult education, formal education,
games, counseling, law and health aides, vocational, meditation, reformation,
factories etc.

The space congestion to three times has created unprecedented problems of


health, hygiene, sewerage, management control, discipline etc. This has serious
adverse effect on human rights of persons. All efforts are, therefore, being made to
reduce prison population on the one hand and construct new jails on the other. The
Govt. of Delhi is committed to solve this problem. National Human Rights
Commission and High Court and Supreme Courts are taking keen interest in de-
congesting of Jails in Delhi. Sanction for five new jails (6 A, B,C,D), Rohini with 1400
prisoner capacity has already been issued. Land for Jail at Mandoli has already been
purchased and construction of Distt Jail Rohini is already on completion.

In addition there are plans to construct jails in Narela, Mehrauli and open jail
at Pappankala. The proposal for purchase of land is under process with DDA Land
at Narela and Pappankala has been identified and cleared by the Technical Committee of
the DDA where as the land at Mehrauli which has already been identified is awaiting
consideration by the Technical Committee of the DDA. Three Jails with a capacity of
5000 prisoners would be taken up for construction at these three sites also. After
completion of all these Jails which should be achieved by the end of 10th Five
Year Plan. The total prisoner capacity would be as follows:-

The population of prisoners is almost doubling every 10 years. By the end


of 10th Five Year Plan, therefore, we expect the prisoner population in Delhi would
be around 18000/19000. Even when the courts succeed in off loading prisoners
from Jail, the prisoner population is not likely to be less the 15000 by the end of 10th
Five Year Plan. The construction of jails at Mehrauli and Pappankala would be taken in
the 10th Five Year Plan (2003-2007). Construction of jail complex at Mandoli is expected
to be undertaken during 10th Five Year Plan which will house 3586 prisoners.

Construction of new jails involves construction of accommodation both office as


well as residential for various services like Jail Staff, security Staff, PWD, DAP, etc.
It also involves creation of posts for Jail, Administration, Medical & Health, purchase
of vehicles & various equipments etc.

CAPITAL SCHEMES
1. Construction of Staff Quarters (Rs. 130.00 Lakh)
The SFC has cleared the proposal for construction of 67 Qtrs on 5.7.2002 and the
construction work is likely to be taken up shortly. An amount of Rs. 130.00 lakh is
approved for this scheme for Annual Plan 2003-04.

2. Construction of District Jail Mandoli (Rs. 200.00 Lakh)


For Mandoli Jail 78.62 acres of land has already been taken over at a cost of
Rs.49.6 lacs, out of which 10 acres of land has been handed over to Delhi Police. The
construction of District Jail at Mandoli involving an estimated cost of Rs.101 crore has
already been approved by EFC. The construction work is likely to be taken up shortly.
An amount of Rs.200.00lakh is approved for this scheme for Annual Plan 2003-04.

3. Development works in Central Jail Tihar (Rs. 345.00 Lakh)

The central jail is spread out over an area of 178.10 hectares and all the
jails are overpopulated. There are problems of accommodation, sanitation, security and
drinking water etc. Various additional construction/ repairs work will be got done from
time to time during the 10th five year plan 2002 - 2007 as per actual requirements. An
amount of Rs. 345.00 lakh is approved for this scheme for Annual Plan 2003-04 for
taking development works in Central Jail, Tihar.

Construction of Jail No. 5,6 ABCD and administrative and Residential


accommodation (Rs. 320.00 lakh)

4. Construction of Jail No. 5,6 A,B,C,D , administrative and residential


accommodation (Rs. 320.00 lakh)

Construction work of Jail No.6 has already been completed and commissioned.
The construction work of Jail No.6B, C and D are at various stages of completion. An
amount of Rs. 320.00 lakh is approved for this scheme for Annual Plan 2003-04 to
complete the construction work.

5. Construction of new Jail at Rohini including residential accommodation


(Rs. 285.00 Lakh)

The construction work of Rohini Jail has already been completed and likely to be
commissioned shortly. An amount of Rs. 285.00 lakh is approved for this scheme for
2003-04 for making the payment for the left over works.

6. Construction of Medical Ward Block (Rs. 150.00 lakh)

The construction of Medical Ward Block was placed before SFC. The Committee
observed that the deptt may take up the matter with Govt. of India for obtaining funds. A
token provision of Rs. 150.00 lakh is approved for this scheme for 2003-04.

7. Barracks & Office Accommodation of Security forces (Rs. 20.00 lakh)

T.S.P. and C.I.S.F. security forces are deployed in jails for security of Jails. But
there is no sufficient arrangement for there accommodation. Many of them live in
Tents. It is therefore, proposed to construct barracks and office accommodation for
security forces. An amount of Rs.20.00 lakh is approved for this scheme for Annual Plan
2003-04 for construction of Barracks and office accommodation for security forces.

8. Acquisition of land for Narela Jail (Rs. 100.00 lakh)

Land is being allotted by DDA at Narela for construction of Jail. A provision of


Rs. 100.00 lakh is approved for Annual Plan 2003-04 for making payment towards
cost of land.

9. Provision of additional facilities in Central Jail at Tihar (Rs. 200.00 lakh)

A provision of Rs. 200.00 lakh is approved for Annual Plan 2003-04 for various
additional facilities like Tihar Emporium, PRO Block and J.E. Office etc.

10. Setting up of Control Room. (Rs. 150.00 lakh)

Since Jails 6(BCD) will be competed and functional in 10th five year plan
(2002-2007), various security gadgets and supportive equipments will be required for
smooth functioning of jails. The equipments required will be C.C.T.V. system, pagers
cellular phones intercom system etc. and net work of communication will have to be
made in new jails.
Besides, this provisions has also been kept for following:-

1) Purchase of vehicles in lieu of condemned ones.


2) Purchase Of Motor cycle /Gypsy.
3) Providing various office items necessary in jails.
An amount of Rs. 150.00 lakh is approved for this scheme for Annual Plan 2003-04.

11. Additional Staff for existing and New Jails (Rs. 200.00 lakh)

Various types of staff is being recruited for Jail No.6A, B, C and D and Rohini
Jail so that they may function smoothly. An amount of Rs. 200.00 lakh is approved for
this scheme for Annual Plan 2003-04 for meeting the salary expr of the staff.
