Polavaram Project lacks the mandatory approvals including clearance for revised costs by the Expenditure (Finance) Committee;
Central Electrical Authoritys clearance for power component.

and Chhattisgarh states required even in the case of construction of
dykes and protection bunds
Approval of Forest Conservation Act for submergence areas in
Odisha and Chhattisgarh states Techno-Economic clearance from the
Central Water Commission (CWC); CWC approval for dam design
and operation schedule
Sociocultural Factors
The social and cultural influences on business
vary from country to country. It is very important
that such factors are considered.
Sixty-four years after the initial conception of the
project, the Government of Andhra
Pradeshsecured the environmental clearance
from the central agency in 2005.
This clearance was obtained after the state
government prepared a 4,500 crore forest
management plan and rehabilitation and
resettlement proposal covering 59,756 hectares that
were being lost under the project.
In addition, 40,000 was to be allotted for each
dwelling to be constructed for the displaced as
against 25,000 provided by other states
Technological Factors

The use of satellite data in recent years has gained much
importance for natural resource mapping.
This study is carried out by combining the features of
satellite imagery, topographic sheets and secondary
maps data to produce the necessary information layers
of natural resources.
The input data from all of the above diverse sources are
translated into the thematic maps by the methods of
interpretation, classification, manipulation, integration,
editing and analysis.
The data translation into thematic maps employed the
GIS software Arc/Info, Arc View , Arc Map and the
remote sensing software ERDAS

Reconstruction of the
project
In 2004 the project is revised by congress government.
2005 the government estimated the project
development (restructure) for Rs. 10,271 Cr.(includes
power and drinking water component of Rs 2,868 cr)
2011 it is 16,000 Cr.
But central government sanctioned 300 Cr.
Centre giving funds for further development of the
project for 30% of the total project in five year budget.
As per the Provisions of Andhra Pradesh Reorganization Act,
2014 Government of India is committed to provide 100% funds
for the construction of Polavaram Project. All expenditure
beyond 01.04.2014 is to be borne by the Government of India.
Total expenditure incurred by the State Government :
1. During 2014-15
Rs. 439.98 cr.
2. During 2015-16 (unto Sept. 2015)
Rs.1991.33 cr.
. In 2015 the cost estimated project is 36000 Cr.
. As of now a total of 22 packages/ contracts are in place for a
value of Rs.7906.85 cr. This comprises of 7 packages under
Right main canal system, 8 packages under Left Main Canal
System and 7 packages under Head works. It has been
reported that the overall progress of the project is about 34%
up to the end of September 2015 with an expenditure of
Rs.7566.58cr.

Observation
Polavaram project construction began from 2004 & will be
completed by 2018.
The environmental impact assessment (EIA) of the project
says 276 villages will be affected; an estimated 236,834
people live in these villages.
The project will provide irrigation to 2.91 Lakh
Hectares(CCA) and hydropower with installed capacity of
960 MW .
As per the Provisions of Andhra Pradesh Reorganization
Act, 2014 Government of India is committed to provide
100% funds for the construction of Polavaram Project.
Conclusion
The surplus waters of Godavari river basin can be
transferred to Krishna river basin.
There will be permanent solution to drinking water
scarcity problems.
There will be no floods and sea water will
not sink the villages. Sterile lands become
fertile.
Even villages can get 24 hours power supply
with Polavaram project .
