PRESENTATION ON “ONE NATION,ONE
ELECTION”
Concept
General elections for the Lok
Sabha and State Assemblies are
held at the gap of 5 years in
India. But in addition to this;
elections for the different State
Assemblies are held in some
states separately which put huge
burden on the government
exchequer. Now the NDA
government wants to go for just
one election in the whole country
in the gap of 5 years.

ELECTIONS IN INDIA
In 1952, for the first Lok Sabha elections it costs around
Rs-10.45 crore, while 2014 general elections, the
government spend almost Rs-3,870.3 crore. By Election
Commission of India (ECI)
Similar amount was spent by Home Ministry , Indian Railways
and other agencies involved, to ensure that systems are
properly in place.
The report, named ‘Poll Expenditure: The 2019 Elections’,
has termed the recent democratic exercise as the ‘most
expensive election ever, anywhere’ with an estimated Rs
100 crore spent in each Lok Sabha constituency.
Effectively, an approximate Rs 700 per vote was spent.

Meaning:
“One Nation , One
Concept” defines as the
synchronization of Indian
election cycle in such a
manner that election to
Lok Sabha and the State
Legislative assemblies is
conducted simultaneously
at the same time.

Advantages :
1) Less expenditure:
The one nation one election will help to save a huge
amount of money. There are about 4120MLAs in the
31states and UTs. Conducting elections simultaneously
will save around hundreds of crores each time. A
considerable amount of money which is spent on the
arrangements, salaries and securities will be saved.

2) Smooth functioning of the Government
Engagement of polling staff and security personnel
for significantly prolonged periods during elections
is a mammoth, complex, and time-consuming
activity. It leads to disruptions in the duties of
public servants frequently.
3) Would speed up development work
Code of Conduct during election period is imposed
and it happens every now and then in one or other
state. When the Model Code of Conduct is in force,
new projects for public welfare cannot be launched.
Accordingly, one-time election will ensure
continuity in policies, projects and program of the
central and state governments.

DISADVANTAGES:
1)Delay in results
As the elections would be conducted on a larger scale,
right from capturing the votes to the counting procedure, it
will be a very tedious and time-consuming process. Also, a
proper voting system must be used to handle such huge
number of votes efficiently, so that there would be no
tampering of the votes.

2) Local issues will fade out
It is observed that elections for state assemblies
and Lok Sabha are fought on different issues.
Regional parties target local issues while national
parties target national issues. So there is a
possibility that regional parties will not be able to
raise the local issues strongly.
3) Huge Resources required
This new process shall require manpower and
machinery (EVMs and VVPATs) on a humongous
scale. Managing all the work that is done over the
period of 5 years, in a day seems to be challenging
.

CONCLUSION
It is obvious That the Constitution and other laws
would need to be amended for implementing
simultaneous elections. However, it should be done
in such a way that it doesn’t hurt the basic tenets of
democracy.
In this context, the Law Commission has suggested
an alternative i.e. categorising states based on
proximity to the next general election, and having
one round of State Assembly polls with the next Lok
Sabha election, and another round for the remaining
States 30 months later.
