We wanted life-size witches, so we made them tall—over 5.5 ft.  Make an upper body form. We used grocery bags that we had and tied them to the PVC pipes.  Make a lower body. We used a pool noodle that we cut in half and zip-tied to each side.  Make a dress. We used black plastic sheeting. We made life-size witches and wanted the dresses long to fit them, so we cut it over 8 ft. Drape it over the stand evenly. Check to make sure you like the flow of the dress. Pull together and zip-tie under the upper body.  Make a head. We used a pumpkin candy bin. We drilled a hole in the center of the bottom and placed it on top of the PVC for the head.
