(20 developer lifts 2 levels, lifting from a 5 to 7 or 6 to 8 color level, where as 40 developer lifts 3 levels, lifting from a 5 to 8 or 6 to 9 color level) However this is not light enough to be a 9 or 10, therefore it will have brassy undertones, toner can lift and remove. A semi or demi permanent color must be used to stain hair.
