Parliamentary Ombudsman Demands Explanation on Censorship of Researchers

The Parliamentary Ombudsman, Petri Jääskeläinen, suspects the Technical Research Centre of Finland (VTT) may have censored the views of its researchers. Last summer, the Centre issued a formal written warning to one of its researchers who had publicly criticised the preparation of a government decision to grant licenses for new nuclear power plants.

In July, YLE reported that VTT researcher Dr. Jari Ihonen had received a formal warning from his employers after commenting in the press on government plans for new nuclear power plants.

Ihonen had given expert testimony to a parliamentary committee on the issue. He is known for his views against additional nuclear energy.

In a separate case, a senior official at the Centre prevented publication of comments by a researcher on the use of peat energy.

The Ombudsman wants an explanation on the legality of the moves from both the research centre as well as from the Ministries of Labour and Economic Affairs by the end of November.

The Ombudsman is mandated to exercise oversight to ensure that public authorities and officials observe the law and fulfil their duties.
