The association reports that businesses have clearly changed their views on advertising since August when a similar survey was carried out.
Just eight percent of businesses say they plan to spend more on advertising. Furthermore 86 percent of businesses say they will prune advertising even more this year if the financial crisis worsens. The association says attitudes on advertising haven't been this dismal in three decades.
Most cuts will be made on television commercials, billboards and on newspaper ads. However more advertisements are being planned for websites, mobile phones, shops and through direct marketing.
Some 130 businesses took part in the survey last month.
