The world design is the most interesting point of this series. Some background are visually stunning. Discovering the city is exciting.
Music is another strong point, though much less important. Instead of the usual soup with Jpop and industrial songs, we can hear rock, or Satie's Gymnopedies, or (my favorite) someone humming a Vivaldi concerto. The ED is also the most enjoyable I've seen for a log time.
Apart from this, the story is poor and the story telling even worse. Numerous fillers. Useless flashbacks. Unoriginal and shallow characters. What's different from average shounens is that fights are few and mostly ridiculous (shouting "special attack #999", a special effect, and the enemy loses).
I recommend watching the first episodes. If, like me, you think the story and comedy are lame, you'd better stop early, because it only gets worse.

Both MCs get dragged into an organization consisting of super powered people.
Both MCs often show their coward side, especially at start.
Both organizations solve public problems.
Both have pretty humorous themes, even during serious situations.
