Recall supporters

Recall supporters accused the mayor of public drunkenness, misuse of city equipment, failing to respond to public safety issues, and discouraging law enforcement presence in Elk River.[1]

Recall opponents

Brown responded to the recall petition, saying he believed the complaints in the petition stemmed from the all-terrain vehicle fun runs the town hosts twice a year. He said that he was innocent of the charges.[1]

Petitioners submitted 18 signatures to the city clerk, which was sufficient to trigger the recall. Under Idaho law, in order for a recall to be successful, there must be one more voter in favor of the recall than voted for the officeholder in the last election. In this case, that means 32 voters must be in favor of the recall.[1]
