Now that Firefox 53 no longer supports Windows XP or Vista, we can remove unnecessary Windows version checks for XP, Vista, and 7.

There is still one Vista check in gfx/thebes that I didn't remove (yet) because it unlocks a nest of ClearType code (bug 504698) that can be removed because it is only used on Windows XP.
Flipped review to jrmuizel (I think, can't really tell with Reviewboard). He might have an opinion on whether we should tear out this code right away.
