It looks to be a loose page torn from a keepsake album of the 1930s. Probably not an Ernest H. Shepard original, but appears to be a hand drawn sketch in ink and lightly tinted. In the days before The Disney Corp got hold of the English caracters. Visitors to friends and families often passed the odd hours by leaving a souvenir in the family album. WWII and television seemed to end this little pastime.
