8116412 Add URL-driven character selection on Characters page
Selecting a character now syncs the URL via the History API and
/characters/{name} deep-links to a character; back/forward switch
characters. Selection happens in-place over the circuit to avoid an
enhanced-navigation roundtrip per click.
