Let’s get into it:

The mosquito dunks use a natural soil borne bacterium, Bti (Bacillus thuringiensis subspecies israeliensis) which is ingested by the larvae in the water and soon after kills them with no effect on anything else. 

The garden and grass clippings will start decomposing in the water which will release CO2.
