In Japan, (こく)(りつ) (kokuritsu, national; state-owned) is usually excluded from (こう)(りつ) (kōritsu, public; public-owned). For example, (こく)(りつ)(だい)(がく) (kokuritsu daigaku, national university) and (こく)(りつ)()(しょ)(かん) (kokuritsu toshokan, national library) is not considered/treated as (こう)(りつ)(だい)(がく) (kōritsu daigaku, public university) and (こう)(りつ)()(しょ)(かん) (kōritsu toshokan, public library) respectively.
