Tier 3 is the final tier in RTI. It serves students who were not responding to interventions in tier 1 or 2. Interventions are individualized and intensive. Tier 3 serves about 3-5% of the student population. Assessment is usually weekly. If students get to tier 3, there may be a recommendation made for special education services.
