In the Opera program files directory, right-click on launcher.exe to create a new shortcut and place it on your desktop. Then, on the desktop, rename it what you want. Then, right-click on the shortcut, goto properties and then the "shortcut" tab. On that tab, modify the target to add the --user-data-dir command-line switch.
For example:
"C:\Program Files (X86)\Opera\launcher.exe" "--user-data-dir=C:\Users\yourusername\Opera2"(I personally have a "My Program Files" folder in "C:\Users\myusername", so I'd use "C:\Users\myusername\My Program Files\Opera2" for example.)
You can create as many shortcuts as you want with each using a different profile folder.

As an alternative for now, note that you can enable the "Custom user sites for browser sidebar" flag at the URL
opera://flags/#sidebar-site-panel, restart Opera, click the 3 dots at the bottom of the sidebar, scroll down to "Custom Site Panels" and add the URL for the web app you want (https://bsky.app/for example).You can't customize the icon for it in the sidebar and you can change its position, but it's something for now.
If you have any trouble logging in to the site in the sidebar, you can log in via a regular tab first and then reload the sidebar.

When Opera isn't maximized, you can drag the badge (usually a lock icon) at the left of the address field, drag it and drop it on your desktop for example. That will create a URL file that you can double-left-click to launch that page in whatever browser is the default ofr url files. Those files won't have an icon that matches the site's favicon though.
If you're talking about creating a PWA though, Opera indeed can't do that yet.

On Windows, Opera uses the Windows Media Foundation for proprietary codec (like h.264) playback. So, the first requirement would be for Windows itself to support h.265 (via https://apps.microsoft.com/detail/9nmzlz57r3t7?hl=en-US&gl=US and not some direct show codec). However, even then, I don't know if Opera will take advantage of it or not. I don't think it does.
I'm on Windows 11 23H2 and Chrome for example doesn't play https://test-videos.co.uk/vids/bigbuckbunny/mp4/h265/1080/Big_Buck_Bunny_1080_10s_1MB.mp4 for me. Edge doesn't play it either. I don't have the h.265 codec from the store installed though.
Things might be different on macOS.
Vivaldi usually does the same as Opera in these cases.

@flaviu2 You can download it from the "Opera Developer" section at https://www.opera.com/download. It uses a separate install path and separate profile etc., so you don't have to worry about it messing with Opera Stable. If you to install all of Opera Developer to just a folder, you can make a test standalone installation.

You can get rid of the My Flow icon by disabling My Flow at the URL
