The tank was painted in April 2022 by Damian Mitchell, an artist who grew up in nearby Wagga Wagga. As a teen he moved to Prague and then spent the last 10 years working in New York. He recently moved back to Sydney with his wife. With this project, he hoped to inspire local artists while he works on a mural on Walla's water tower.
