fix GC. Making GC sloppy

The problem with GC now is the straggler. Some of the rows can be
really heavy. We don't want to spend our time there if we are the last
thread to finish.

This GC is pretty dirty now. It needs some clean up.

promise subsystem is now integrated with the coroutines
