Goal
Disable background OOM reporting as it captures many false positives.

reportBackgroundOOMsproperty, and removed it from the conditional statement inBSGOutOfMemoryWatchdog.Tests
Updated existing mazerunner scenarios to verify that zero OOMs are captured in the background. Removed unit test for deprecated functionality.
