What if KOF99 was just a regular KOF with no strikers?

Why on earth would anyone do this? I have plans for a bigger KOF99 hack, and this vanilla hack is a good intermediate goal. If I pull off KOF99v, then I feel like I might be able to keep going and do my real hack idea.

Just started working on this. This is also a very low priority project for me. I only work on it here and there so progress will likely be very slow, if at all.
