Status
apt-key will soon be deprecated, this PR starts using the newer approach - see https://docs.saltproject.io/en/latest/ref/states/all/salt.states.pkgrepo.html#apt-key-deprecated for relevant documentation.
For this to work, you have to provide a key in gpg format rather than an ascii armored key.
I've tested this on my dev securedrop workstation. Updates are still working on existing workstations so there's no rush to push this out, but would be good to do next time we gather in all the machines.
