There is some rationale for dynamic assignement of tag ids, that due to the explicit assignment of tag ids, that encoders and decoders could use tags outside of the prescribed range by understanding that the tag id assignments are temporary and locally scoped to the data item declared such id usage, and if any tag id is assigned by an encoder that conflicts with an existing tag id understood by a decoder, the decoder should intepret that tag as defined by the encoder for the scope of that data item (or within the scope of the record-definitions value). However, this is considered to be too onerous of requirement for decoders to be included in this specification, and therefore conformant encoders should constrain tag id assignment to the range specified here, of 57344 to 57855.
