This structures the pkgs so that they follow proper namespacing. The code location for the
bmc.tinkerbell.orgis a breaking change, but there are no breaking changes to the CRD. Theworkflowruleset.tinkerbell.orghas both code and CRD-breaking changes.workflowrulesets.tinkerbell.org-->rulesets.workflow.tinkerbell.orgWhy is this needed
