Upgrade Eleventy and Cheerio off of pre-release versions (#4090)

Also added the `--incremental` command-line switch to the `npm start` script for near-instantaneous refreshes when editing individual HTML files under `techniques` or `understanding` (files under `_includes` still incur a full rebuild).
