I have 10 cement bag steps done, many more to go. The process is to place the bags, each one slightly overlapping the other. Make sure every part of the bag is supported, or it will crack when drying. Roll the bags around a bit first to distribute the mix. Then make some slices in the bag to allow water in more freely, & sprinkle on about a gallon per bag. Rewet every couple hours. Next day, you can peel off the paper. There will probably be loose spots & cracks-- fix with cement patch.
