Yesterday (Oct 7), the 1st National Assembly Audit began, sparking significant debate. One of the most noteworthy moments occurred during the Science, ICT, Broadcasting, and Communications Committee audit, when the unexpected witness, Lee Jin-sook, joined mid-session. Today, the audit continues with a focus on the Ministry of Science and ICT. Amidst this uncertainty, it’s clear that the Committee must be equipped with effective strategies moving forward. At CODIT, we have analyzed the key issues raised during this session and provided valuable insights. Here’s what you need to know: [Science, ICT, Broadcasting, and Communications Committee] This committee has the highest number of first-time elected members, many eager to make a strong impression. Several of these newcomers are supported by aides with experience working for former committee members, adding an insider’s edge. The committee has summoned a record 182 individuals—127 witnesses and 21 reference witnesses—to address issues such as broadcasting, telecom pricing, accountability of global tech companies. 1️⃣ Broadcasting Issues Dominate the Agenda: The first session will address contentious debates around the appointment of public broadcasting executives and the legality of the KCC’s current two-member structure, which has been a flashpoint between ruling and opposition parties. 2️⃣ Repeal of the Telecom Subsidy Law: The government's plan to repeal the 2014 law aimed at reducing telecom costs, which failed to pass last year. The law is being revisited due to concerns about regulatory overlap and ineffectiveness. 3️⃣ AI Governance and Deepfake Regulation: Rising concerns over deepfake crimes will drive discussions on establishing a Basic AI Act. This act aims to regulate the misuse of AI, promote industry growth, and ensure South Korea stays aligned with global AI governance efforts. 4️⃣ Portal News Fairness and Global Tech Accountability: The fairness of news algorithms on platforms(Naver, Kakao) will be scrutinized. Additionally, global tech companies like Meta are expected to face questions over their compliance with Korea’s domestic representative requirements and Google, will face scrutiny regarding content moderation, in-app payments, and platform accountability. 5️⃣ KT Shareholder Change, YTN Privatization, and Network Fees: Other key issues include KT’s shareholder restructuring, the privatization of YTN, and the ongoing debate over network usage fees, with telecom companies pushing for platform providers to contribute more toward maintaining infrastructure costs.
