      If those are CECOT people, they’re masked like that because a lot of them ARE NOT ALLOWED TO BE THERE. Bukele has been open about the fact that he only hires foreign mercenaries to run CECOT (so he can circumvent a lot of things and also so outside people don’t ever find out how terrible it is there EXACTLY).
