We are now beginning to build machines that can express in sentences what someone is thinking. Brains can control a robot arm; we can reconstruct video someone is watching or dreaming. What are the ethical dangers here? Who will prevent the obvious dystopia?

It has a whole other set of neurons (80% of all neurons, although it’s smaller than the Cerebrum. In recent evolution, human cerebellums have been growing faster than other parts of the brain. You can function without it (!!) and it seems to do anticipation (but the article has MUCH more detail).
